STEP 2:
Enter the Card Reference Number and then click on Activate\Register.
STEP 3:
Enter the last four of your SSN. Confirm your billing zip code. Enter the Visual Verification Code. Click ‘Next’ to continue.
STEP 4:
Enter the last four of SSN as the PIN number.Enter the Visual Verification code. Click ‘Next’ to continue.
STEP 5:
Next you must create a UserID and Password. Please note that the UserID and Password are case sensitive for both. Select a Secret Question and Answer. Click on Next.
STEP 6:
Verify and reconfirm the contents from Step 4, enter the visual verification code and click Submit.
STEP 7:
Click on the link “Click here to Sign in”.
STEP 8:
Enter the UserID and Password that you have just created.
STEP 9:
Once logged in, you will hover over “Transfers” at the top of the screen and select Card to Bank Transfer.
STEP 10:
In order to setup Bank Transfer (to & from account), you will need to click on ‘here’ as highlighted below.
STEP 11:
Enter all information marked by the RED * as it is required. Click on Add Bank Account at the bottom when completed.
STEP 12:
You will need to verify the information and submit when verified.
STEP 13:
After successful entry, two micro deposits will be sent to the account that was added to verify the account exists. These should arrive in the account within 1-2 business days. Once received, you will need to enter them on the Play+ website to complete the setup.
STEP 14:
Log back into the Play+ website site as stated in Step 1 with your UserID and Password that you have created.
STEP 15:
Hover over Transfers and select My Bank Accounts. There should be a link under the ‘Actions’ column that says ‘Verify’. Click on this and enter the amounts received.
STEP 16:
Once the amounts are verified, you should be able to request transfers from Play+ to bank account. Limits will be applied as one (1) per day, two (2) per week, four (4) per month.

Introduction
The Mobile App, Site and Kiosks are operated by the Lottery. The Lottery’s registered offices are at 500 Airport Road SE, Salem, Oregon 97301. Visit the Oregon Lottery site at www.oregonlottery.org for more information and to view the Lottery responsible gaming initiatives.
In order to play Lottery Games through Lottery’s Mobile App, Site or Kiosk, you (the “Player”) must first enter into the Terms and Conditions set forth below. The Terms and Conditions form a contract between you and Lottery that sets out each party’s rights and responsibilities regarding your Player Account, Lottery Games and Services.
In addition, you must enter into a separate contract(s) with the Bank of George (defined as the "Bank Funding Account Agreement") to transfer moneys and establish an account for your benefit (defined as the “Funding Account” below, as more specifically described in the Bank Funding Account Agreement). Part of the bank agreement requires you to provide your social security number ("SSN") and this information may be shared with Lottery-approved payment processing providers. The bank may, in its sole discretion, choose not to open, or to close, a Funding Account resulting in the inability for the Player to Deposit or Bet. After you Deposit moneys into the Funding Account, a digital gaming account (the "Player Account," as more specifically defined below) will be created that will synchronize with the funds in your Funding Account. The Player Account shows the amount of credit available to you to play Lottery Games and place Bets. After you have completed playing a Lottery Game or placing a Bet, any Winnings (after required tax, support obligations or other required withholdings are successfully completed) will be deposited into your Funding Account. The Bank Funding Account Agreement sets out your rights and responsibilities regarding your Funding Account. Please review the Bank Funding Account Agreement carefully before accepting. In the event of any inconsistency between the Bank Funding Account Agreement and these Terms and Conditions in relation to the Funding Account, the Bank Funding Account Agreement shall control.
Please review these Terms and Conditions carefully before accepting them. If you accept these Terms and Conditions, Lottery recommends that you print them and store them safely with any confirmation emails, Game rules and deposit and withdrawal methods relevant to your use of the Mobile App, Site or Kiosks.
If your Winnings exceed a certain amount, you must provide your social security number (“SSN”) as required by OAR 177-046-0110(7), so that Lottery may administer any required tax, support obligations or other required withholdings from your winnings; this disclosure is mandatory and Lottery may not pay a prize if you do not supply your SSN.
1. AGREEMENT AND DEFINITIONS
- Form a contract entered into by electronic communications without necessity of a physical document and original handwritten signature between Lottery and the Player;
- Are governed by all applicable Rules and Laws (as defined below);
- Override any prior agreements the Player may have entered into with the Lottery in relation to any Services;
- Are in addition to the Laws and Rules that govern the Lottery and Lottery Games. In the event of a conflict, the Laws and Rules override these Terms and Conditions; and
- Are in addition to the in-game Scoreboard rules that are available to Players within the Mobile App, Site or Kiosk. In the event of a conflict, the in-game Scoreboard rules override these Terms and Conditions.
1.2 Incorporated by Reference. Scoreboard is governed by these Terms and Conditions (subject to Section 1.1e), Laws and Rules that govern the Lottery and Lottery Games and additional in-game rules that are available on the Mobile App, Site, or Kiosk. These are hereby incorporated into these Terms and Conditions.
1.2 Definitions. Unless the context indicates otherwise, capitalized terms used in these Terms and Conditions have the meanings given below or as provided in the Laws or Rules. Defined terms are capitalized throughout the Terms and Conditions for the convenience of the reader.
"Bank" means the Bank of George, a community bank established in the State of Nevada.
"Bank Funding Account Agreement" means the separate contract(s) a Player enters into with the Bank that set(s) forth the terms and conditions pursuant to which the Bank will establish, hold and maintain the Player's Funding Account and the funds therein, including the terms and conditions pursuant to which funds may be transferred.
"Bet" means the amount of money paid by a player from his/her Player Balance for a share in Scoreboard and risked on a particular outcome of a sporting event. A bet may be one of a variety of types including, but not limited to, pre-game, live, straight or parlay. Available bets are determined by Lottery and displayed to players within Scoreboard on the Mobile App, Site or Kiosk. A Bet must be placed subject to the Scoreboard game rules and these Terms and Conditions.
"Bonus" means free plays or a similar promotional incentive that is added to the Player Balance when a Player meets betting requirements in accordance with the applicable rules for the particular promotion. Bonuses and similar promotional incentives are subject to restrictions as described in these Terms and Conditions and the Rules. Generally, Bonuses may be used to play Games and place Bets, but have no cash value.
"Confirmed" means a Bet was placed by a Player, the Lottery accepted the Bet, the Bet amount was successfully debited from the Player Balance, the Bet was recorded by Lottery, and the Player received a Bet identification number or similar confirmation number.
"Deposit" means money a Player adds to their Funding Account that is reflected in the Player Balance that may be used to play Games and place Bets.
"Funding Account" means a Player's account with the Bank, as described in the Introduction, section 5 of these Terms and Conditions and more specifically in the Bank Funding Account Agreement, that is linked to the Player Account for the purpose of establishing the Player Balance. The terms and conditions pursuant to which the Funding Account and the funds therein are established, held and maintained are set forth in the Bank Funding Account Agreement.
"Funds Balance" means the total amount in the Funding Account, including Deposits and Winnings after Offsets (excluding Bonuses that have no cash value), that is available to the Player to Withdraw.
"Game" means an Oregon Lottery Game made available to Players via the Mobile App, Site or Kiosks as described in these Terms and Conditions, including without limitation, Scoreboard.
"Governing Body" means a recognized organization that has a regulatory or sanctioning function over a particular sport.
"Gross Winnings" means total Winnings not reduced by the amount of the Bet.
"Kiosk" means any self-service betting terminals available on the Premises of a Lottery Retailer.
“Laws” means article XV, section 4 of the Oregon Constitution, ORS chapter 461 and other Oregon Revised Statutes applicable to Lottery, and any federal laws applicable to the operation of Lottery and its Players, all as amended from time to time.
"Live Bet" means a Bet placed during the course of a sporting event or match that a Player may place as described in the Scoreboard rules and these Terms and Conditions.
"Lottery" means the Oregon State Lottery.
"Malfunction" means a malfunction or error in the functioning of a Game or the Mobile App, Site or Kiosk including, but not limited to, the frontend application not being accessible to Players or a Game not working in accordance with the Scoreboard game rules.
"Mobile App" means application software operated by the Lottery that is designed to operate on a mobile device or tablet through which a player can access their player account.
"Net Winnings" means total Winnings reduced by the amount of the Bet.
"Offsets" means money that Lottery is required by the Laws to deduct from a Player's Winnings for certain debts owed to the State of Oregon, for support obligations or as otherwise required by the Laws and Rules.
"Physical Address" means, for an individual, a residential or business street address; for an individual who does not have a residential or business street address, an Army Post Office or Fleet Post Office box number or the residential or business street address of next of kin or of another contact individual.
"Player" means an individual who is 21 years of age or older who successfully opens a Player Account and uses the Mobile App, Site, Kiosk, Services or any combination of the foregoing.
"Player Account" means a digital gaming account that a Player opens on the Mobile App, Site or Kiosk at the time of registration for an account and by accepting these Terms and Conditions.
"Player Balance" means the total amount available for the Player to place Bets or play Games through the Player Account. The Player Balance is a reflection of the Funds Balance plus any Bonuses.
"Pre-Game Bet" means a Bet placed prior to the start of a sporting event or match that a Player places as described in the Scoreboard rules and these Terms and Conditions.
"Privacy Policy" means a statement that discloses the type of information Lottery may collect and how Lottery will secure, use, and disclose information that is periodically updated and published on the Lottery website.
“Rules” means Oregon Administrative Rules, chapter 177 as amended from time to time available at https://secure.sos.state.or.us/oard/displayChapterRules.action?selectedChapter=153.
"Scoreboard" means a Game authorized by the State Lottery Commission and operated by the Lottery in which Players place Bets on Sporting Events. Scoreboard is governed by the Rules, these Terms and Conditions (subject to Section 1.1.e) and in-game rules set forth within the Scoreboard Mobile App, Site or Kiosk for a particular sport or sporting event.
"Services" means the Games and associated services offered by the Lottery through the Mobile App, Site or a Kiosk from time and time and accessed by the Player via a mobile device, the Internet or other means.
"Site" means any Lottery website operated by the Lottery through which a Player can access their Player Account to play Games.
"Sporting Event" means a game, match, race, or similar competitive event associated with a Governing Body in its entirety or a particular in-game, live occurrence such as, but not limited to, a particular play or score.
“State” means the State of Oregon.
"Winnings" means the prize a Player wins in the course of playing any Game in the Mobile App, Site or Kiosk.
"Withdraw(al)" means any request by a Player to transfer funds from the Funding Account.
2. CHANGES TO THE GENERAL TERMS AND CONDITIONS
2.1 Changes. Lottery may change and update these Terms and Conditions from time to time. Lottery will notify Players by mail, email, posting on the Mobile App, Site, Kiosk, Lottery Site or other appropriate methods when these Terms and Conditions are changed or updated.
2.2 Consent. The Player's continued use of the Player Account or any Services after updates or changes to the Terms and Conditions about which the Lottery has provided notice will constitute the Player's acceptance of the updates or changes.
3. REQUIREMENTS TO OPEN A PLAYER ACCOUNT
3.1 Eligibility. To open a Player Account, an individual must:
- Meet the eligibility requirements described in OAR 177-046-0022; and
- Successfully open a Funding Account for the benefit of the Player to facilitate the Deposit and Withdrawal of moneys to establish the Player Balance. (Note that the Bank, in its sole discretion, may choose not to open a Funding Account, or to close a previously opened Funding Account, for an individual resulting in the inability of such individual to Deposit funds or Bet.)
3.2 Attestation. By completing the registration process and opening a Player Account, the Player attests and agrees that:
- The Player is the beneficial owner of any bank accounts, credit cards, or similar payment processing methods used by the Player to fund the Funding Account;
- The Player is legally able to enter into contracts;
- The Player meets the applicable eligibility requirements described in OAR 177-046-0022;
- As set forth in Section 4, Lottery may use third parties to verify information provided by the Player;
- As set forth in Section 4, Lottery will use geolocation technologies to verify that Player's location when placing bets is inside the geographic boundaries of Oregon (excluding tribal lands);
- As set forth in Section 14, the Player consents to the use of information as provided in Lottery's Privacy Policy and these Terms and Conditions;
- The Player has read and understood these Terms and Conditions and will comply with them at all times;
- The Player has read and understood the terms and conditions of the Bank Funding Account Agreement and will comply with them at all times;
- The Player is responsible for all transactions that occur through the Player Account;
- All information provided by the Player at registration is true and the Player will keep the registration information updated and current;
- If the Lottery becomes aware of unusual or suspicious transactions or illegal activity, the Lottery will report the transactions and activity to appropriate authorities or third parties;
- The Player has not excluded themselves from using the Services via a self-exclusion agreement;
- The Lottery may verify information provided by the Player at registration or other times as described in section 4 of these Terms and Conditions;
- The Player has or will create a password and keep it private and secure as described in these Terms and Conditions;
- The Player understands that Lottery Games are games of chance that should be played for entertainment purposes only and there is a risk that, by using the Mobile App, Site or Kiosks and Services to play Games, the Player will lose money; and
- At registration, the Player must set a Deposit limit and Player understands that additional self-imposed limits can be set and managed through the Responsible Gaming section of the Player Account.
3.3 One Account. A Player may have only one active Player Account at any one time. The Lottery will refuse to open a Player Account for any individual who attempts to establish a Player Account using personal information already registered to another Player Account.
3.4 Information Verified. The information provided by a Player at registration will be verified by the Lottery to prevent fraud and abuse and ensure compliance with applicable laws and rules regarding Player eligibility.
3.5 Exclusive to Player. The Player may not allow another person to use their Player Account. The Player may not sell, transfer or acquire Player Accounts to or from other persons or attempt to do so. No Player Balance (including, but not limited to, Winnings or Bonuses) may be transferred between Player Accounts.
3.6 Close/Suspend. Lottery may close or suspend any Player Account opened fraudulently or that otherwise fails to comply with the requirements in these Terms and Conditions.
3.7 Declined Account. Lottery may decline to open a Player Account at any time and for any reason.
4. CONSENT TO INFORMATION AND LOCATION VERIFICATION
4.1 Verifying Information. Lottery may use one or more sources, including, but not limited to, an independent credit reporting agency, to verify the Player's age, name, Physical Address or other information the Player provides to the Lottery. In performing these checks, the credit reporting agency or other source Lottery uses to verify Player identity may keep a record of the Player's information. The purpose of such checks is to confirm the Player's age, identity and Physical Address. These checks enable Player Accounts to be opened quickly, reduce the need to obtain age and identification documents and assist the Lottery with age verification obligations and crime and fraud prevention. The Player will not be able to play any Games until the Player's age, identity and other information provided have been verified. The Player hereby consents to the Lottery making such an inquiry of third parties, including without limitation any credit reporting agency, for these purposes.
4.2 Additional Documentation. If Lottery cannot satisfactorily complete the identity verification process, Lottery may ask the Player to provide personal identification documents to further confirm and validate the Player's identity. Such checks may include, but may not be limited to, proof of the Player's age and identity with valid, current, government-issued photo identification and proof of Player's Physical Address. The Player agrees that Lottery may decline to open, suspend and/or restrict the Player Account or restrict access to certain functions until these verification checks have been successfully completed.
4.3 Geo-location. Lottery games must comply with federal laws governing betting on the Internet. Lottery must be able to verify the Player is within the state of Oregon (and not on tribal lands) when a bet is placed. Certain third parties, including without limitation GeoComply, will use your location data to verify compliance with location requirements of federal law. By playing the Games, the Player consents to Lottery transmitting, collecting, maintaining, processing and using the Player’s location data to provide and improve location-based Services. The Player may withdraw this consent at any time by turning off the locations settings on your mobile device or by notifying Lottery in writing that the Player would like to withdraw such consent. A Player who withdraws consent to providing location data will not be able to play Games or place Bets. Lottery's ability to geolocate the Player may require a high-speed Internet connection ("wi-fi"). Lottery is not responsible for any charges associated with the Player's use of high-speed Internet connection.
4.4 Money Laws. To comply with anti-money laundering laws and regulations, the Lottery may at any time (including, but not limited to, at certain stages of the Player Account registration process) ask the Player to verify their identity, address or proof of ownership for any method of Deposit or Withdrawal.
4.5 Credit Checks. To ensure any Funding Account is not used without the Player's consent, the Lottery, its payment service providers, or both, will validate the name, address and other personal information supplied by the Player during registration or at other times against appropriate third-party databases. These checks will not normally appear on the Player's credit report or be known to anyone other than the company the Lottery uses to make the checks. Sometimes the Lottery or a payment service provider is required to make checks against official records to comply with anti-money laundering and anti-terrorism legislation. Such checks may appear on the Player's credit report. All information provided by the Player will be treated securely and in accordance with relevant data protection Laws and the Lottery's Privacy Policy. The Player hereby consents to the Lottery or Lottery’s payment service providers making such validation checks.
5. FUNDING ACCOUNT/PLAYER BALANCE
5.1 Funding Account. A Player must enter into the Bank Funding Account Agreement with the Bank in order to establish the Player's Funding Account and Deposit moneys into their Funding Account before the Player can play any Game. Lottery will not charge the Player to Deposit or Withdraw from the Funding Account. Lottery accepts no responsibility for any currency exchange conversions, charges or fees levied by a merchant card issuer, payment processor, bank or other financial institution in connection with transferring moneys to or from the Funding Account. The Bank Funding Account Agreement sets forth the terms and conditions pursuant to which the Bank will establish, hold and maintain the Player's Funding Account and the funds therein. In the event of any inconsistency between the Bank Funding Account Agreement and these Terms and Conditions in relation to the Funding Account, the Bank Funding Account Agreement shall control. Interest will not be paid on amounts deposited in the Funding Account and any amount in excess of $250,000 held in the Funding Account will not be insured by the Federal Deposit Insurance Corporation or any other entity. In its sole discretion, the Bank may freeze or close a previously opened Funding Account resulting in the inability for the Player to deposit additional funds or Bet. Moneys in the Funding Account are at all times subject to any federal banking and other applicable laws.
5.2 Credit to Available Balance in Player Account. A Player creates a Player Balance in their Player Account by opening a Funding Account. The Lottery assumes the Player is using an authorized Funding Account and related payment processing methods and is not liable to any third party for unauthorized use of the Funding Account.
5.3 Withdrawal of Winnings. The Player will not be able to Withdraw Winnings from the Funding Account until the Bank has received confirmation that the Player's Deposit in the Funding Account has cleared or settled through clearing banks or payment providers and any tax withholdings or Offsets against Winnings have been completed as required by Law. Additional restrictions on the Withdrawal of Winnings may be set forth in the Bank Funding Account Agreement, and in the event of any inconsistency between the Bank Funding Account Agreement and these Terms and Conditions in relation to the Funding Account, the Bank Funding Account Agreement shall control.
5.4 Excess Credit. A Player must notify Lottery if an amount is incorrectly credited to the Player Account or deposited in the Funding Account. The Lottery is entitled to recover any excess amounts from the Funding Account or from the Player if insufficient moneys are deposited in the Funding Account.
5.5 Funding Account Withdrawal. A Player may Withdraw moneys from their Funding Account up to the amount deposited in the Funding Account. Bonuses are not credited to the Funding Account and may not be withdrawn because they have no cash value; only Winnings from successfully played Bonuses may be withdrawn from a Funding Account. The Player's Funding Account or selected payment processing method may have limits on the amounts that can be transferred or otherwise processed. There may also be delays in the time between initiating a withdrawal and receiving the funds, such as one or more business days to allow the transaction to be processed. Lottery is not responsible for any such delays. Additional restrictions on Withdrawals from Player Funding Accounts may be set forth in the Bank Funding Account Agreement, and in the event of any inconsistency between the Bank Funding Account Agreement and these Terms and Conditions in relation to the Funding Account, the Bank Funding Account Agreement shall control.
5.6 Unsuccessful Withdrawal/Information. The Player is responsible for providing accurate and up to date information and for complying with all relevant terms and conditions in the Bank Funding Account Agreement when requesting to Withdraw from the Funding Account. If a Withdrawal is unsuccessful, however, the Lottery will investigate the attempted Withdrawal and assist the Player in resolving the matter. The Lottery is not responsible for losses incurred or any delays that result from incorrect information being provided by the Player. Once a Withdrawal is approved, the Lottery is not responsible for any third-party financial clearing process that may delay the Player's payment being received.
5.7 Account Adjustment for Charge Back. If there is a charge back on a Deposit to the Funding Account, the Player accepts and acknowledges that the Lottery may suspend the Player Account to enable the Lottery to investigate and resolve the matter. During such period, the Player Balance will not be available to the Player. Resolution of the charge back could result in a negative balance in the Funding Account that the Player is liable for.
5.8 Bank Withdrawal Provisions. Player requests to Withdraw from their Funding Accounts are subject to the terms and conditions set forth in the Bank Funding Account Agreement, and in the event of any inconsistency between the Bank Funding Account Agreement and these Terms and Conditions in relation to the Funding Account, the Bank Funding Account Agreement shall control.
6. PLAYER RESPONSIBILITIES AND PROHIBITED CONDUCT
6.1 PLAYER RESPONSIBILITIES.The Player must comply with:
- All in-game rules on the Scoreboard Mobile App, Site or Kiosk such as the Betting Rules and rules specific to a particular sport or Sporting Event;
- All Bonus or promotional rules;
- These Terms and Conditions; and
- All applicable Laws and Oregon Lottery Administrative Rules at https://secure.sos.state.or.us/oard/displayChapterRules.action?selectedChapter=153 or policies relating to the Mobile App, Site, Kiosk, Services and Games.
6.2 Player Information. The Player must provide true, accurate, current and complete information, including the Player’s personal details, when creating and using the Player Account and Services and maintain and promptly update such information when necessary. Failure to comply with this provision is grounds for the Lottery to close or suspend the Player Account and prohibit future use of the Player Account. If necessary in connection with the management and operation of the Player Account, the Lottery may contact the Player by email, telephone, SMS (text message) or mail via the contact details the Player provides to the Lottery.
6.3 Password. The Player must create a password for their Player Account. The Player may change the password at any time. The privacy and security of this password is the Player's sole responsibility. Failure to maintain the privacy and security of the password could lead to unauthorized activity on the Player Account. The Player is responsible for all transactions on the Player Account. If the Player thinks the privacy or security of a password has been compromised, the Player should contact Lottery Customer Services Team immediately. The Lottery is not liable for any loss incurred as a result of the Player's failure to maintain the privacy and security of their password that leads to unauthorized use of the Player Account.
6.4 Player Account Security. The Player is responsible for the use of their Player Account by the Player or by persons who gained unauthorized access to the Player Account, and Lottery hereby disclaims responsibility for any third party access to the Player Account, because of the Player’s acts or omissions, including the failure to protect the privacy and security of the Player Account password. The Player must protect their Player Account information from disclosure to third parties, and the Player may not circumvent the use of required encryption technologies. The Player must:
- Not allow anyone to have access to their Player Account;
- Immediately notify Lottery if the Player becomes aware or suspects any unauthorized use of their Player Account or any other breach of security; and
- Log out of their Player Account at the end of each session.
6.5 Lottery Disclaimer. Under no circumstances shall the Lottery be liable for any losses incurred by the Player as a result of the Player’s failure to protect the security and privacy of the Player’s password as set forth in Section 6.4, or any or for any unauthorized access to the Player's account where the Player's negligence or intentional act contributed to such misuse or third-party access. The Player must monitor their Player Account to prevent its use by another person.
6.6 Lost Device. If the Player loses a device on which the Player is logged into their Player Account or on which their Player Account credentials are saved, the Player should first contact their network operator to prevent the device from being used and then the Player should notify Lottery. The Player is liable for all transactions on the Player Account initiated from the lost device prior to receipt of notification by the Lottery.
6.7 Carrier Charges. The Player is responsible for any charges by their mobile network or other service provider associated with using the Mobile App or Site.
6.8 Prohibited Conduct.A Player may not use the Mobile App, Site, Kiosks or Services:
- For any unlawful purpose;
- For any commercial purpose;
- In a way that impairs, interrupts or damages the Mobile App, Site or Kiosks or the efficiency thereof;
- To advertise or promote the Player's own or any third party's products or services;
- To distribute any unsolicited communications including, but not limited to, spam; or
- To play Games or place Bets on behalf of anyone else or in any other way that is not for the Player's own personal use.
6.9 Malware/Manipulation. A Player may not use (or upload to the Mobile App, Site or Kiosks) any form of malware (including, but not limited to, viruses, worms, Trojan horses and spyware) or any other code that may be deemed malicious. A Player may not engage in automatic Game playing or similar manipulation of software including, but not limited to, the use of so-called "bots," artificial intelligence software or any software used for opponent-filing or automatic betting or playing or any other manipulation of the Games or Player Account.
6.10 Under Age Betting. A Player may not allow, facilitate or encourage a person who is under 21 years of age to place Bets on the Mobile App, Site or Kiosk and/or use Services.
6.11 Illegal/ Dishonest. A Player may not engage in any actual or attempted illegal, fraudulent, or dishonest activity related to a Lottery Game or Bet, including without limitation, using a stolen credit or debit card, forgery, identity theft, collusion, cheating, bribery, money laundering and the provision by the Player to the Lottery of false registration data or other requested information.
6.12 Breach. A Player may not breach these Terms and Conditions or other applicable Laws or Rules.
6.13 Exploitation. A Player may not take unfair advantage when playing a Lottery Game or placing a Bet including, but not limited to, exploitation by the Player of any technical fault or loophole on the Mobile App or Site or an error on Lottery's part or in any third party's software.
6.14 Offensive Content. A Player may not cause to be published on or send via the Mobile App or Site any actual or potentially defamatory, offensive or obscene content.
7. CLOSURE OF ACCOUNT BY PLAYER
7.1 Closing Player Account. A Player may close their Player Account at any time, except that a Player Account and Funding Account may remain in pending closure status if there are outstanding Confirmed Bets (such as a Bet on a future sporting event) or a negative balance in the Player Account or Funding Account.
7.2 Closing Funding Account. At the same time a Player closes their Player Account, a Player should also close and withdraw any remaining funds in their Funding Account. If the Funding Account is not closed and the Player takes no action with respect to the Funding Account for an extended period of time, funds may be subject to escheat under the laws of the jurisdiction where the Funding Account is established. In addition, federal laws may require freezing funds or closing the Funding Account. Closing a Funding Account is governed by the Bank Funding Account Agreement.
7.3 Pending Items. The closure of a Player Account renders any open games, pre-purchased tickets, Bonus funds and entries in any bonus promotions or other competitions void. If there are Confirmed Bets on future Sporting Events, the Funding Account will remain open pending closure to allow Lottery to credit any Winnings if applicable on the Confirmed Bet.
8. CLOSURE OR SUSPENSION OF THE PLAYER ACCOUNT BY THE LOTTERY
8.1 Lottery Action. The Lottery may, at any time, for any reason, close or suspend a Player Account and the Player's entitlement to access and use of the Mobile App, Site and Services as provided in OAR 177-046-0022.
8.2 Notice of Closure. In the event the Lottery closes or suspends a Player Account, the Lottery will notify the Player using the contact information provided at registration.
8.3 Funding Account. If the Lottery closes the Player Account, the Player is responsible for closing, and withdrawing any moneys in, their Funding Account by contacting Lottery and following the terms and conditions applicable to Withdrawals set forth in the Bank Funding Account Agreement.
8.4 Suspension. If the Lottery suspends a Player Account, the Player will not be able to play Games and may not be able to access the Player Balance during suspension.
8.5 Rights Reserved. The right to close or suspend a Player Account is without prejudice to any other rights that the Lottery may have against the Player under these Terms and Conditions or otherwise.
9. INACTIVE PLAYER ACCOUNTS
9.1 Inactive Player Account. When a Player Account has no Player-initiated activity for an extended period of time, the Lottery will make reasonable efforts to contact the Player. If the Lottery does not receive a response from the Player, the Lottery may close the Player Account. The Player should be aware that any money remaining in the Funding Account associated with an inactive Player Account may be subject to escheat under the laws of the jurisdiction where the Funding Account is established.
10. BETS
10.1 Rules Available. This section of the Terms and Conditions is in addition to betting rules available on the Scoreboard Mobile App, Site or Kiosk and the Oregon Lottery Administrative Rules governing the Lottery and Lottery Games available at https://secure.sos.state.or.us/oard/displayChapterRules.action?selectedChapter=153.
10.2 Only Confirmed Bets. The Lottery only accepts Bets through the Mobile App, Site or Kiosk that are recorded on Lottery’s servers; those are the only Bets eligible to be Confirmed. Bets are placed via the Internet connection between the Player's device or Kiosk and the Lottery servers. A Bet is only considered placed when it is Confirmed. All Confirmed Bets are final. A Player cannot cancel or refund Bets once they have been Confirmed. Bets lost in transmission will not be recorded and therefore will not be Confirmed. A Player will be required to have a high-speed Internet connection to place Bets for geolocation purposes; Lottery is not responsible for costs associated with use of a high-speed Internet connection.
10.3 Available Bets. A Bet can only be placed on a given Sporting Event if it is available on the Mobile App, Site or Kiosk and the terms for placing the Bet have not expired. The Lottery has the sole discretion to determine what Bets are available at any given time on the Mobile App, Site or Kiosk. The Lottery only allows Bets on Sporting Events with a Governing Body.
10.4 Timing of Bet. Bets are processed in the order they are received. Unless otherwise stated, all times shown on the Mobile App, Site or Kiosk are Pacific Standard Time (PST). Generally, Pre-Game Bets must be placed prior to the start time of the event. The start time for an event is the official start time declared by the official sports organization sponsoring the event. For events in which an official start time is not declared, the advertised start time of the event is considered the start time. At the discretion of the Lottery, Pre-Game Bets may be accepted after the start time of the event if the final result is not known and no team or participant has achieved a material advantage (such as, but not limited to, scoring a goal or touchdown or expulsion of a player) at the time the Pre-Game Bet is placed. Disputes regarding the time a Bet is placed are resolved by Lottery.
10.5 Lottery Authority to Void a Bet. In order to maintain the fairness, integrity, security, and honesty of the Lottery and its operations, the Lottery reserves the right to void any bet at any time for any reason as provided in Lottery's Scoreboard rules in OAR chapter 177, division 92 and posted on the Scoreboard Mobile App, Site, or Kiosk. If the outcome is known or a material advantage has occurred, the Lottery reserves the right to void the Bet, regardless of its outcome. If a Live Bet has been placed after the outcome of the Bet is known or a team or participant has achieved a material advantage (such as, but not limited to, scoring a goal or touchdown or expulsion of a player), the Lottery reserves the right to void the Live Bet, regardless of its outcome. If Lottery cannot satisfactorily determine the official event results, then Lottery may void and refund the Bet amount only as provided in OAR 177-092-0050. A Bet is void and no Winnings will be paid if Lottery, in its sole discretion, determines a Player placed the Bet illegally or otherwise violated these Terms and Conditions.
10.6 Bet Amount. The Bet amount is at the sole risk and discretion of the Player, except that the Lottery may impose minimum and maximum bet amount limits or prize amount limits to manage Lottery's risk at any given time based on the sport, league, odds, and related factors. Such limits will be communicated to the player on the Mobile App, Site or Kiosk. The Bet amount may not exceed the Player Balance. When a Player places a Bet, the Bet amount is deducted from the Player Balance and ultimately withdrawn from the Funding Account. Notwithstanding the foregoing, a Player may self-impose limits within the Responsible Gaming tools in the Player Account that limit the amount the Player can Bet.
10.7 Winning Bet. The Lottery determines if a Bet is a winning Bet based on the official event results as provided in OAR 177-092-0040. Before the results are declared official by the governing body, Lottery may recognize changes to the results and resettle bets as provided in OAR 177-092-0050 and section 10.9, but once the results are declared official, Lottery will generally not recognize changes including, but not limited to, the game’s final score, or any protests, overturned decisions, or statistical changes made by the professional sports league or organization overseeing the game that changes the final score or call on a particular play.
10.8 Push. A "push" means the official event results of a sporting event end right on the listed point spread or finishes in a draw or tie. For such Bets, the Winnings are equal to the original Bet amount, which is subject to Offsets the same as all other Winnings as described in section 12 of these Terms and Conditions.
10.9 Final Decision. The Player agrees that the Lottery decision will be final and binding on all matters in relation to betting, or the Player’s eligibility for a prize, claim or Winnings, and the Lottery shall be the final authority in determining the terms of any Bets the Player places and the circumstances in which they were made.
10.10 Account Adjustment for Resettlement. The Player accepts that, from time to time, mistakes may be involved with Bets and a resettlement of the Bet may be required. Mistakes for purposes of resettlement include, but are not limited to, operator errors, the governing body changes a call on a particular play or final score, or a malfunction may cause Winnings to be incorrectly credited to the Player Account or the Funding Account. Resettlements are governed by OAR 177-092-0050 and the Betting Rules posted on the Scoreboard Mobile App, Site or Kiosk.
10.11 Discrepancies. If there is a discrepancy between the numbers that the Player believes they entered or the graphic display of the Game and those in the Lottery's database or any of Lottery's service provider's databases, the numbers in the database are considered valid.
10.12 Duplicative/ Identical Bets Prohibited. If it appears a series of Bets contain the same selections made by, or on behalf of, the same person or group of people or in their favor, the Lottery reserves the right to suspend the Player Accounts involved until an investigation is completed. Such Bets are ineligible for Winnings.
11. BONUSES AND SIMILAR PROMOTIONAL INCENTIVES
11.1 Bonuses. Lottery, in its sole discretion, may, from time to time, offer Bonuses or similar promotional incentives. Bonuses appear as funds in the Player Balance and may be used to play Games as described in the specific rules for the particular Bonus or promotion, but Bonuses have no cash value and are not transferred to the Funding Account for Withdrawal. Each Bonus or promotional offer may have additional terms and conditions that will be disclosed to Players on the Mobile App, Site, or Kiosk. Players must comply with any additional terms and conditions to be eligible to use Bonuses or similar promotions. The Lottery reserves the right to change the terms and conditions or cancel any Bonus or similar promotion at any time. Closure of the Player Account will render a Bonus void. Bonuses are not transferable between Player Accounts.
11.2 Bonus Play Winnings. Any Winnings that result from playing with Bonuses are deposited in the Funding Account and available for Withdrawal subject to these Terms and Conditions. Bonuses must be played at least once in order to have the corresponding Winnings deposited in the Funding Account. The terms of the Bonus or promotion will indicate the betting requirements necessary to obtain any corresponding Winnings.
12. PAYMENT OF WINNINGS AND OFFSETS
12.1 Paid to Funding Account. Winnings are only paid if Lottery has previously verified all relevant information including, but not limited to, name, age and Physical Address of the Player. After successful completion of Offsets, Winnings are reflected in the Player Balance and an equivalent amount is deposited into the Funding Account for Withdrawal subject to the Bank Funding Account Agreement.
12.2 Offsets. The Player understands and agrees that sometimes Lottery must offset a Player’s Winnings and apply them to certain state debts or other required Offsets such as child support obligations. Lottery follows state and federal rules and laws when making these Offsets. After any Offsets are complete, the remaining amount of Winnings is reflected in the Player Balance and an equivalent amount is deposited in the Funding Account. If Gross Winnings are greater than $600, Lottery must check the Player’s information against databases for outstanding Oregon Health Authority or Department of Human Services overpayments and delinquent child support and withhold any such debts as described in ORS 461.715 and 461.719 and OAR 177-010-0090, 177-010-0094 and 177-046-0110.
12.3 Taxes. Lottery must report a Player's Winnings to state and federal tax authorities as required by state and federal guidelines. The Player acknowledges and accepts that sometimes Lottery must offset or withhold all or part of a Player’s Winnings for tax withholding purposes. Notwithstanding anything in these Terms and Conditions, however, applicable taxes on a Player's Winnings are the sole responsibility of the Player. Lottery follows state and federal tax guidelines and applicable state laws and administrative rules for tax withholding as following:
- If Net Winnings are greater than $600, Lottery provides a WG2 Form to the Player for state tax reporting purposes.
- If Net Winnings are greater than or equal to $600 and at least 300 times the amount of the Bet or if Net Winnings are greater than $5,000, Lottery provides a WG2 Form to the Player for federal tax reporting purposes.
- If Net Winnings are greater than or equal to $1,500, Lottery will withhold state taxes.
- If Net Winnings are greater than $5,000, Lottery will withhold federal taxes.
13. RESPONSIBLE GAMING AND SELF-IMPOSED LIMITS
13.1 Lottery Commitment. The Lottery is committed to supporting customers in positive play behaviors as outlined in Lottery's Responsible Gambling Code of Practice. In support of that commitment, Lottery provides responsible gaming tools on the Mobile App, Site and Kiosks as described in this section. Lottery may also offer additional outreach and messaging to Players from time to time.
13.2 Self-imposed Limits. A Player must choose a daily, weekly or monthly Deposit limit to the Funding Account when the Player Account is created. Once entered, upwards changes shall become effective after 24 hours; downward changes are effective immediately. Once the Deposit limit is reached, a Player will be unable to make additional Deposits until the limit is changed. A Player may voluntarily set additional limits within the Player Account such as Deposit, Bet, and loss limits. All limits can be increased a maximum of three times a week. The limits are intended to support the Player in responsible gaming practices and the Player must be aware that when the self-imposed limits are in effect, it may not be possible to override the limits, even by Lottery.
13.3 Voluntary Time-Out. A Player may voluntarily select to exclude themselves from making Deposits to the Funding Account, placing Bets or playing Games for a period of up to 30 days. This is known as a time-out. Time-outs are for a minimum of 24 hours and a maximum of 30 days. During time-outs, the Player may log in and Withdraw from their Funding Account but cannot Deposit or Bet. The Player will receive an email detailing the selected time-out period, which they must confirm for the time-out to begin. Time-outs cannot be shortened once selected. Time-outs may be extended. Once the time-out period is concluded, the Player will automatically be able to access their Player Account for betting.
13.4 Voluntary Self-Exclusion. A Player may voluntarily select to exclude themselves from access to their Player Account for a period of 30 days or longer. Temporary self-exclusion periods are for a minimum of 30 days and can be extended indefinitely. A Player may also elect to exclude themselves permanently. A Player will receive an email receipt of the self-exclusion request, which they must confirm for the self-exclusion to begin. A Player selecting temporary self-exclusion will not be able to log into any Lottery account and the Player should Withdraw any remaining funds in the Funding Account. The Player Account will be closed for Players selecting permanent self-exclusion. Self-exclusion periods cannot be shortened once selected. Self-exclusion periods may be extended. Once the self-exclusion period is concluded Players will be required to send an email to scoreboard.reinstate@support.oregonlottery.org to request reinstatement in writing.
14. LIMITATION OF LIABILITY
14.1 Privacy. The Lottery and its contractors take reasonable precautions to protect the privacy of the Player's username, password and account information, and all financial information. The Lottery and its contractors do not and cannot guarantee or warrant that information transmitted through the Internet is secure or that such transmissions are free from delay, interruption, interception or error. By opening a Player Account, you agree that: (a) your personal data may be processed, transferred, used and stored in a manner and at the locations agreed upon by the Lottery and its contractors; and (b) you consent to the Lottery's privacy policy available at https://www.oregonlottery.org/legal as updated from time to time and the Lottery's disclosure of your data and information, including personal data, to the Lottery's contractors.
14.2 Malfunctions. The Lottery will provide the Services with reasonable care and skill and in accordance with these Terms and Conditions, Laws, Rules and Lottery policies and procedures. The Lottery does not make any guarantee regarding the Services, the Player Account or the Funding Account. In particular, the Lottery does not promise the Mobile App, Site or Kiosks or Services generally will have uninterrupted availability or be free of Malfunctions, bugs or other errors. The Lottery, its contractors and the Bank will not be liable for any failure to perform, or delay in performance of, any of their obligations including, without limitation, any delays, Malfunctions or disruption to the Services, due to any reason outside their control.
14.3 Force Majeure Events. If the Lottery is prevented from providing all or part of the Mobile App, Site, Kiosks and/or Services (including, but not limited to, any Service or Game) or fulfilling any of its obligations under these Terms and Conditions due to an event beyond the reasonable control of Lottery or its contractors, including, but not limited to, an act of God, an outbreak of hostilities, riot, civil disturbance, acts of terrorism, the act of any government or authority (including, but not limited to, any refusal or revocation of any license or consent), fire, explosion, flood, theft, malicious damage, strike, lock-out, or industrial action of any kind or any other such cause beyond the reasonable control of Lottery or its contractors, then the Mobile App, Site, Kiosk , and one or more Services or Games may be suspended until such time as the Lottery is able to provide access or fulfill any obligations under these Terms and Conditions. The Player agrees to waive any claim against the Lottery or its contractors which may arise in such circumstances.
14.4 Limited Liability.
(a) By accessing the Services, and except for any liability that cannot be excluded or limited by applicable law, you hereby release, discharge and hold harmless the Lottery and its contractors and the Bank, and each of their respective legal representatives, officers, directors, members, shareholders, employees, agents, affiliates, agencies, and subsidiaries (collectively, the “Service Providers”) from any and all losses, damages, costs, expenses, claims, actions or proceedings brought by you or any third party acting on your behalf (collectively, “Claims”) arising from your access of, or your unsuccessful attempt to access, the Services and/or any benefit, prize or award that you may claim as a result thereof. Lottery and its contractors and the Bank fully and completely disclaim any liability with regard to any Claim, except for any benefit, prize or award to which you are rightfully entitled as a result of your having accessed the Services..
(b) You acknowledge that to the fullest extent permitted by applicable law, and regardless of the form of action, whether in contract, tort or otherwise, in no event will the Service Providers by liable to you or to any party claiming through you for any direct, indirect, consequential, incidental, special, punitive, exemplary or other damages including without limitation damages for lost profits or savings, loss of information, data or records, loss of and/or cost of replacing software, hardware or other equipment, even if advised of the possibility of such damages, arising from using or the inability to use the Services.
(c) By accessing the Services, you hereby agree to indemnify, defend and hold harmless the Service Providers against all liabilities, losses, damages, costs, expenses, claims, actions and proceedings, including attorneys’ fees, incurred by them as a result of your breach of these terms and conditions or any other agreement, rule, term or condition applicable to your access of the Services.
15. COMPLAINTS PROCEDURE
15.1 Submission. A Player may submit a complaint to the Lottery Customer Services Team. The Player must provide details of the Player's identity and as much information as possible regarding the complaint. The Lottery Customer Services Team will respond as soon as reasonably possible.
15.2 Appeal. If a Player is not satisfied with the response of the Lottery Customer Services Team, the Player may escalate the complaint to the Director of the Oregon State Lottery or the Director's designee for a decision pursuant to OAR 177-046-0160.
16. SUSPICIOUS ACTIVITY MONITORING
16.1 Site Activity Monitoring. Use of the Lottery site and Mobile Apps may be monitored to ensure that the Player is not using the Lottery site and Mobile Apps with a frequency or in a manner which might suggest the Player is using it for bookmaking or other suspected criminal or unethical activities. The Lottery may do any or all of withholding any moneys, closing or suspending the Player Account if the Lottery knows or suspects that the Mobile App, Site, Kiosks or Services are being used by the Player for bookmaking or other suspected criminal or other prohibited activities.
16.2 Suspicious Activity. If the Lottery knows or suspects that a transaction is suspicious (including, but not limited to, collusion between Players whether using Lottery’s internal systems or other systems) and involves or may involve financial crime, fraud, cheating or irresponsible gaming behavior or breaches any of these Terms and Conditions, the Laws or Rules, the Lottery may retain the amount of that transaction and any other transaction made by the Player. The Lottery shall be under no obligation to provide the Player with any reasons for doing so. In addition, the Lottery may disclose information of such activity (including, but not limited to, any details relating to the Player) to any applicable law enforcement or regulatory entities or other appropriate third parties.
16.3 Fraud or Gaming System Malfunction. The Lottery may withhold Winnings and/or void or freeze Bets if the Player or another Player manipulates a Game in a fraudulent manner, if there is collusion (or suspected collusion) between Players or if the gaming system itself malfunctions.
17. MISCELLANEOUS
17.1 Severability. If any part of these Terms and Conditions is found by a court of competent jurisdiction or other competent authority to be invalid, unlawful or unenforceable, such part will be severed from these Terms and Conditions and the remainder will continue to be valid and enforceable to the fullest extent permitted by law.
17.2 Governing Law. These Terms and Conditions shall be governed by and interpreted in accordance with Oregon law and the Player agrees that any dispute between the Player and the Lottery regarding these Terms and Conditions, any Games or other Services, or the Player’s Account will only be dealt with under Oregon law and through Oregon courts. The Player agrees to abide by and comply with Oregon law, including the Laws and Rules governing Lottery and any additional terms and conditions and registration requirements provided to an individual Player by the Lottery which are in effect, and which may be amended from time to time.
17.3 Intellectual Property. Certain software and services that you may access via the Mobile App, Site and Kiosks are the proprietary products and trade secrets of SBTech or its affiliates. These are commercially valuable to SBTech and may not be used in any manner or form by you except as expressly provided for under these Terms and Conditions for lawful, personal, non-commercial purposes. By opening a Player Account, you acknowledge and agree that SBTech’s software, all works derived therefrom and all intellectual property rights therein remain the exclusive property of SBTech and its affiliates. You shall not, and shall not permit others to (a) display, publish, copy, distribute, modify, adapt, translate, prepare derivative works from, decompile, disassemble or reverse engineer any SBTech intellectual property; (b) attempt to derive any source code from or take any action to circumvent, compromise or defeat any security measures in any SBTech intellectual property or to use the same in violation of any law or rights of any third party; (c) sell, assign, transfer, lease or grant any security interest in any SBTech intellectual property; or (d) export, or attempt to export, any SBTech intellectual property to any foreign country, whether by physical or electronic means.

Terms and Conditions
Introduction
The Mobile App, Site and Kiosks are operated by the Lottery. The Lottery’s registered offices are at 500 Airport Road SE, Salem, Oregon 97301. Visit the Oregon Lottery site at www.oregonlottery.org for more information and to view the Lottery responsible gaming initiatives.
In order to play Lottery Games through Lottery’s Mobile App, Site or Kiosk, you (the “Player”) must first enter into the Terms and Conditions set forth below. The Terms and Conditions form a contract between you and Lottery that sets out each party’s rights and responsibilities regarding your Player Account, Lottery Games and Services.
In addition, you must enter into a separate contract(s) with the Bank of George (defined as the "Bank Funding Account Agreement") to transfer moneys and establish an account for your benefit (defined as the “Funding Account” below, as more specifically described in the Bank Funding Account Agreement). Part of the bank agreement requires you to provide your social security number ("SSN") and this information may be shared with Lottery-approved payment processing providers. The bank may, in its sole discretion, choose not to open, or to close, a Funding Account resulting in the inability for the Player to Deposit or Bet. After you Deposit moneys into the Funding Account, a digital gaming account (the "Player Account," as more specifically defined below) will be created that will synchronize with the funds in your Funding Account. The Player Account shows the amount of credit available to you to play Lottery Games and place Bets. After you have completed playing a Lottery Game or placing a Bet, any Winnings (after required tax, support obligations or other required withholdings are successfully completed) will be deposited into your Funding Account. The Bank Funding Account Agreement sets out your rights and responsibilities regarding your Funding Account. Please review the Bank Funding Account Agreement carefully before accepting. In the event of any inconsistency between the Bank Funding Account Agreement and these Terms and Conditions in relation to the Funding Account, the Bank Funding Account Agreement shall control.
Please review these Terms and Conditions carefully before accepting them. If you accept these Terms and Conditions, Lottery recommends that you print them and store them safely with any confirmation emails, Game rules and deposit and withdrawal methods relevant to your use of the Mobile App, Site or Kiosks.
If your Winnings exceed a certain amount, you must provide your social security number (“SSN”) as required by OAR 177-046-0110(7), so that Lottery may administer any required tax, support obligations or other required withholdings from your winnings; this disclosure is mandatory and Lottery may not pay a prize if you do not supply your SSN.
1. AGREEMENT AND DEFINITIONS
- Form a contract entered into by electronic communications without necessity of a physical document and original handwritten signature between Lottery and the Player;
- Are governed by all applicable Rules and Laws (as defined below);
- Override any prior agreements the Player may have entered into with the Lottery in relation to any Services;
- Are in addition to the Laws and Rules that govern the Lottery and Lottery Games. In the event of a conflict, the Laws and Rules override these Terms and Conditions; and
- Are in addition to the in-game Scoreboard rules that are available to Players within the Mobile App, Site or Kiosk. In the event of a conflict, the in-game Scoreboard rules override these Terms and Conditions.
1.2 Incorporated by Reference. Scoreboard is governed by these Terms and Conditions (subject to Section 1.1e), Laws and Rules that govern the Lottery and Lottery Games and additional in-game rules that are available on the Mobile App, Site, or Kiosk. These are hereby incorporated into these Terms and Conditions.
1.2 Definitions. Unless the context indicates otherwise, capitalized terms used in these Terms and Conditions have the meanings given below or as provided in the Laws or Rules. Defined terms are capitalized throughout the Terms and Conditions for the convenience of the reader.
"Bank" means the Bank of George, a community bank established in the State of Nevada.
"Bank Funding Account Agreement" means the separate contract(s) a Player enters into with the Bank that set(s) forth the terms and conditions pursuant to which the Bank will establish, hold and maintain the Player's Funding Account and the funds therein, including the terms and conditions pursuant to which funds may be transferred.
"Bet" means the amount of money paid by a player from his/her Player Balance for a share in Scoreboard and risked on a particular outcome of a sporting event. A bet may be one of a variety of types including, but not limited to, pre-game, live, straight or parlay. Available bets are determined by Lottery and displayed to players within Scoreboard on the Mobile App, Site or Kiosk. A Bet must be placed subject to the Scoreboard game rules and these Terms and Conditions.
"Bonus" means free plays or a similar promotional incentive that is added to the Player Balance when a Player meets betting requirements in accordance with the applicable rules for the particular promotion. Bonuses and similar promotional incentives are subject to restrictions as described in these Terms and Conditions and the Rules. Generally, Bonuses may be used to play Games and place Bets, but have no cash value.
"Confirmed" means a Bet was placed by a Player, the Lottery accepted the Bet, the Bet amount was successfully debited from the Player Balance, the Bet was recorded by Lottery, and the Player received a Bet identification number or similar confirmation number.
"Deposit" means money a Player adds to their Funding Account that is reflected in the Player Balance that may be used to play Games and place Bets.
"Funding Account" means a Player's account with the Bank, as described in the Introduction, section 5 of these Terms and Conditions and more specifically in the Bank Funding Account Agreement, that is linked to the Player Account for the purpose of establishing the Player Balance. The terms and conditions pursuant to which the Funding Account and the funds therein are established, held and maintained are set forth in the Bank Funding Account Agreement.
"Funds Balance" means the total amount in the Funding Account, including Deposits and Winnings after Offsets (excluding Bonuses that have no cash value), that is available to the Player to Withdraw.
"Game" means an Oregon Lottery Game made available to Players via the Mobile App, Site or Kiosks as described in these Terms and Conditions, including without limitation, Scoreboard.
"Governing Body" means a recognized organization that has a regulatory or sanctioning function over a particular sport.
"Gross Winnings" means total Winnings not reduced by the amount of the Bet.
"Kiosk" means any self-service betting terminals available on the Premises of a Lottery Retailer.
“Laws” means article XV, section 4 of the Oregon Constitution, ORS chapter 461 and other Oregon Revised Statutes applicable to Lottery, and any federal laws applicable to the operation of Lottery and its Players, all as amended from time to time.
"Live Bet" means a Bet placed during the course of a sporting event or match that a Player may place as described in the Scoreboard rules and these Terms and Conditions.
"Lottery" means the Oregon State Lottery.
"Malfunction" means a malfunction or error in the functioning of a Game or the Mobile App, Site or Kiosk including, but not limited to, the frontend application not being accessible to Players or a Game not working in accordance with the Scoreboard game rules.
"Mobile App" means application software operated by the Lottery that is designed to operate on a mobile device or tablet through which a player can access their player account.
"Net Winnings" means total Winnings reduced by the amount of the Bet.
"Offsets" means money that Lottery is required by the Laws to deduct from a Player's Winnings for certain debts owed to the State of Oregon, for support obligations or as otherwise required by the Laws and Rules.
"Physical Address" means, for an individual, a residential or business street address; for an individual who does not have a residential or business street address, an Army Post Office or Fleet Post Office box number or the residential or business street address of next of kin or of another contact individual.
"Player" means an individual who is 21 years of age or older who successfully opens a Player Account and uses the Mobile App, Site, Kiosk, Services or any combination of the foregoing.
"Player Account" means a digital gaming account that a Player opens on the Mobile App, Site or Kiosk at the time of registration for an account and by accepting these Terms and Conditions.
"Player Balance" means the total amount available for the Player to place Bets or play Games through the Player Account. The Player Balance is a reflection of the Funds Balance plus any Bonuses.
"Pre-Game Bet" means a Bet placed prior to the start of a sporting event or match that a Player places as described in the Scoreboard rules and these Terms and Conditions.
"Privacy Policy" means a statement that discloses the type of information Lottery may collect and how Lottery will secure, use, and disclose information that is periodically updated and published on the Lottery website.
“Rules” means Oregon Administrative Rules, chapter 177 as amended from time to time available at https://secure.sos.state.or.us/oard/displayChapterRules.action?selectedChapter=153.
"Scoreboard" means a Game authorized by the State Lottery Commission and operated by the Lottery in which Players place Bets on Sporting Events. Scoreboard is governed by the Rules, these Terms and Conditions (subject to Section 1.1.e) and in-game rules set forth within the Scoreboard Mobile App, Site or Kiosk for a particular sport or sporting event.
"Services" means the Games and associated services offered by the Lottery through the Mobile App, Site or a Kiosk from time and time and accessed by the Player via a mobile device, the Internet or other means.
"Site" means any Lottery website operated by the Lottery through which a Player can access their Player Account to play Games.
"Sporting Event" means a game, match, race, or similar competitive event associated with a Governing Body in its entirety or a particular in-game, live occurrence such as, but not limited to, a particular play or score.
“State” means the State of Oregon.
"Winnings" means the prize a Player wins in the course of playing any Game in the Mobile App, Site or Kiosk.
"Withdraw(al)" means any request by a Player to transfer funds from the Funding Account.
2. CHANGES TO THE GENERAL TERMS AND CONDITIONS
2.1 Changes. Lottery may change and update these Terms and Conditions from time to time. Lottery will notify Players by mail, email, posting on the Mobile App, Site, Kiosk, Lottery Site or other appropriate methods when these Terms and Conditions are changed or updated.
2.2 Consent. The Player's continued use of the Player Account or any Services after updates or changes to the Terms and Conditions about which the Lottery has provided notice will constitute the Player's acceptance of the updates or changes.
3. REQUIREMENTS TO OPEN A PLAYER ACCOUNT
3.1 Eligibility. To open a Player Account, an individual must:
- Meet the eligibility requirements described in OAR 177-046-0022; and
- Successfully open a Funding Account for the benefit of the Player to facilitate the Deposit and Withdrawal of moneys to establish the Player Balance. (Note that the Bank, in its sole discretion, may choose not to open a Funding Account, or to close a previously opened Funding Account, for an individual resulting in the inability of such individual to Deposit funds or Bet.)
3.2 Attestation. By completing the registration process and opening a Player Account, the Player attests and agrees that:
- The Player is the beneficial owner of any bank accounts, credit cards, or similar payment processing methods used by the Player to fund the Funding Account;
- The Player is legally able to enter into contracts;
- The Player meets the applicable eligibility requirements described in OAR 177-046-0022;
- As set forth in Section 4, Lottery may use third parties to verify information provided by the Player;
- As set forth in Section 4, Lottery will use geolocation technologies to verify that Player's location when placing bets is inside the geographic boundaries of Oregon (excluding tribal lands);
- As set forth in Section 14, the Player consents to the use of information as provided in Lottery's Privacy Policy and these Terms and Conditions;
- The Player has read and understood these Terms and Conditions and will comply with them at all times;
- The Player has read and understood the terms and conditions of the Bank Funding Account Agreement and will comply with them at all times;
- The Player is responsible for all transactions that occur through the Player Account;
- All information provided by the Player at registration is true and the Player will keep the registration information updated and current;
- If the Lottery becomes aware of unusual or suspicious transactions or illegal activity, the Lottery will report the transactions and activity to appropriate authorities or third parties;
- The Player has not excluded themselves from using the Services via a self-exclusion agreement;
- The Lottery may verify information provided by the Player at registration or other times as described in section 4 of these Terms and Conditions;
- The Player has or will create a password and keep it private and secure as described in these Terms and Conditions;
- The Player understands that Lottery Games are games of chance that should be played for entertainment purposes only and there is a risk that, by using the Mobile App, Site or Kiosks and Services to play Games, the Player will lose money; and
- At registration, the Player must set a Deposit limit and Player understands that additional self-imposed limits can be set and managed through the Responsible Gaming section of the Player Account.
3.3 One Account. A Player may have only one active Player Account at any one time. The Lottery will refuse to open a Player Account for any individual who attempts to establish a Player Account using personal information already registered to another Player Account.
3.4 Information Verified. The information provided by a Player at registration will be verified by the Lottery to prevent fraud and abuse and ensure compliance with applicable laws and rules regarding Player eligibility.
3.5 Exclusive to Player. The Player may not allow another person to use their Player Account. The Player may not sell, transfer or acquire Player Accounts to or from other persons or attempt to do so. No Player Balance (including, but not limited to, Winnings or Bonuses) may be transferred between Player Accounts.
3.6 Close/Suspend. Lottery may close or suspend any Player Account opened fraudulently or that otherwise fails to comply with the requirements in these Terms and Conditions.
3.7 Declined Account. Lottery may decline to open a Player Account at any time and for any reason.
4. CONSENT TO INFORMATION AND LOCATION VERIFICATION
4.1 Verifying Information. Lottery may use one or more sources, including, but not limited to, an independent credit reporting agency, to verify the Player's age, name, Physical Address or other information the Player provides to the Lottery. In performing these checks, the credit reporting agency or other source Lottery uses to verify Player identity may keep a record of the Player's information. The purpose of such checks is to confirm the Player's age, identity and Physical Address. These checks enable Player Accounts to be opened quickly, reduce the need to obtain age and identification documents and assist the Lottery with age verification obligations and crime and fraud prevention. The Player will not be able to play any Games until the Player's age, identity and other information provided have been verified. The Player hereby consents to the Lottery making such an inquiry of third parties, including without limitation any credit reporting agency, for these purposes.
4.2 Additional Documentation. If Lottery cannot satisfactorily complete the identity verification process, Lottery may ask the Player to provide personal identification documents to further confirm and validate the Player's identity. Such checks may include, but may not be limited to, proof of the Player's age and identity with valid, current, government-issued photo identification and proof of Player's Physical Address. The Player agrees that Lottery may decline to open, suspend and/or restrict the Player Account or restrict access to certain functions until these verification checks have been successfully completed.
4.3 Geo-location. Lottery games must comply with federal laws governing betting on the Internet. Lottery must be able to verify the Player is within the state of Oregon (and not on tribal lands) when a bet is placed. Certain third parties, including without limitation GeoComply, will use your location data to verify compliance with location requirements of federal law. By playing the Games, the Player consents to Lottery transmitting, collecting, maintaining, processing and using the Player’s location data to provide and improve location-based Services. The Player may withdraw this consent at any time by turning off the locations settings on your mobile device or by notifying Lottery in writing that the Player would like to withdraw such consent. A Player who withdraws consent to providing location data will not be able to play Games or place Bets. Lottery's ability to geolocate the Player may require a high-speed Internet connection ("wi-fi"). Lottery is not responsible for any charges associated with the Player's use of high-speed Internet connection.
4.4 Money Laws. To comply with anti-money laundering laws and regulations, the Lottery may at any time (including, but not limited to, at certain stages of the Player Account registration process) ask the Player to verify their identity, address or proof of ownership for any method of Deposit or Withdrawal.
4.5 Credit Checks. To ensure any Funding Account is not used without the Player's consent, the Lottery, its payment service providers, or both, will validate the name, address and other personal information supplied by the Player during registration or at other times against appropriate third-party databases. These checks will not normally appear on the Player's credit report or be known to anyone other than the company the Lottery uses to make the checks. Sometimes the Lottery or a payment service provider is required to make checks against official records to comply with anti-money laundering and anti-terrorism legislation. Such checks may appear on the Player's credit report. All information provided by the Player will be treated securely and in accordance with relevant data protection Laws and the Lottery's Privacy Policy. The Player hereby consents to the Lottery or Lottery’s payment service providers making such validation checks.
5. FUNDING ACCOUNT/PLAYER BALANCE
5.1 Funding Account. A Player must enter into the Bank Funding Account Agreement with the Bank in order to establish the Player's Funding Account and Deposit moneys into their Funding Account before the Player can play any Game. Lottery will not charge the Player to Deposit or Withdraw from the Funding Account. Lottery accepts no responsibility for any currency exchange conversions, charges or fees levied by a merchant card issuer, payment processor, bank or other financial institution in connection with transferring moneys to or from the Funding Account. The Bank Funding Account Agreement sets forth the terms and conditions pursuant to which the Bank will establish, hold and maintain the Player's Funding Account and the funds therein. In the event of any inconsistency between the Bank Funding Account Agreement and these Terms and Conditions in relation to the Funding Account, the Bank Funding Account Agreement shall control. Interest will not be paid on amounts deposited in the Funding Account and any amount in excess of $250,000 held in the Funding Account will not be insured by the Federal Deposit Insurance Corporation or any other entity. In its sole discretion, the Bank may freeze or close a previously opened Funding Account resulting in the inability for the Player to deposit additional funds or Bet. Moneys in the Funding Account are at all times subject to any federal banking and other applicable laws.
5.2 Credit to Available Balance in Player Account. A Player creates a Player Balance in their Player Account by opening a Funding Account. The Lottery assumes the Player is using an authorized Funding Account and related payment processing methods and is not liable to any third party for unauthorized use of the Funding Account.
5.3 Withdrawal of Winnings. The Player will not be able to Withdraw Winnings from the Funding Account until the Bank has received confirmation that the Player's Deposit in the Funding Account has cleared or settled through clearing banks or payment providers and any tax withholdings or Offsets against Winnings have been completed as required by Law. Additional restrictions on the Withdrawal of Winnings may be set forth in the Bank Funding Account Agreement, and in the event of any inconsistency between the Bank Funding Account Agreement and these Terms and Conditions in relation to the Funding Account, the Bank Funding Account Agreement shall control.
5.4 Excess Credit. A Player must notify Lottery if an amount is incorrectly credited to the Player Account or deposited in the Funding Account. The Lottery is entitled to recover any excess amounts from the Funding Account or from the Player if insufficient moneys are deposited in the Funding Account.
5.5 Funding Account Withdrawal. A Player may Withdraw moneys from their Funding Account up to the amount deposited in the Funding Account. Bonuses are not credited to the Funding Account and may not be withdrawn because they have no cash value; only Winnings from successfully played Bonuses may be withdrawn from a Funding Account. The Player's Funding Account or selected payment processing method may have limits on the amounts that can be transferred or otherwise processed. There may also be delays in the time between initiating a withdrawal and receiving the funds, such as one or more business days to allow the transaction to be processed. Lottery is not responsible for any such delays. Additional restrictions on Withdrawals from Player Funding Accounts may be set forth in the Bank Funding Account Agreement, and in the event of any inconsistency between the Bank Funding Account Agreement and these Terms and Conditions in relation to the Funding Account, the Bank Funding Account Agreement shall control.
5.6 Unsuccessful Withdrawal/Information. The Player is responsible for providing accurate and up to date information and for complying with all relevant terms and conditions in the Bank Funding Account Agreement when requesting to Withdraw from the Funding Account. If a Withdrawal is unsuccessful, however, the Lottery will investigate the attempted Withdrawal and assist the Player in resolving the matter. The Lottery is not responsible for losses incurred or any delays that result from incorrect information being provided by the Player. Once a Withdrawal is approved, the Lottery is not responsible for any third-party financial clearing process that may delay the Player's payment being received.
5.7 Account Adjustment for Charge Back. If there is a charge back on a Deposit to the Funding Account, the Player accepts and acknowledges that the Lottery may suspend the Player Account to enable the Lottery to investigate and resolve the matter. During such period, the Player Balance will not be available to the Player. Resolution of the charge back could result in a negative balance in the Funding Account that the Player is liable for.
5.8 Bank Withdrawal Provisions. Player requests to Withdraw from their Funding Accounts are subject to the terms and conditions set forth in the Bank Funding Account Agreement, and in the event of any inconsistency between the Bank Funding Account Agreement and these Terms and Conditions in relation to the Funding Account, the Bank Funding Account Agreement shall control.
6. PLAYER RESPONSIBILITIES AND PROHIBITED CONDUCT
6.1 PLAYER RESPONSIBILITIES.The Player must comply with:
- All in-game rules on the Scoreboard Mobile App, Site or Kiosk such as the Betting Rules and rules specific to a particular sport or Sporting Event;
- All Bonus or promotional rules;
- These Terms and Conditions; and
- All applicable Laws and Oregon Lottery Administrative Rules at https://secure.sos.state.or.us/oard/displayChapterRules.action?selectedChapter=153 or policies relating to the Mobile App, Site, Kiosk, Services and Games.
6.2 Player Information. The Player must provide true, accurate, current and complete information, including the Player’s personal details, when creating and using the Player Account and Services and maintain and promptly update such information when necessary. Failure to comply with this provision is grounds for the Lottery to close or suspend the Player Account and prohibit future use of the Player Account. If necessary in connection with the management and operation of the Player Account, the Lottery may contact the Player by email, telephone, SMS (text message) or mail via the contact details the Player provides to the Lottery.
6.3 Password. The Player must create a password for their Player Account. The Player may change the password at any time. The privacy and security of this password is the Player's sole responsibility. Failure to maintain the privacy and security of the password could lead to unauthorized activity on the Player Account. The Player is responsible for all transactions on the Player Account. If the Player thinks the privacy or security of a password has been compromised, the Player should contact Lottery Customer Services Team immediately. The Lottery is not liable for any loss incurred as a result of the Player's failure to maintain the privacy and security of their password that leads to unauthorized use of the Player Account.
6.4 Player Account Security. The Player is responsible for the use of their Player Account by the Player or by persons who gained unauthorized access to the Player Account, and Lottery hereby disclaims responsibility for any third party access to the Player Account, because of the Player’s acts or omissions, including the failure to protect the privacy and security of the Player Account password. The Player must protect their Player Account information from disclosure to third parties, and the Player may not circumvent the use of required encryption technologies. The Player must:
- Not allow anyone to have access to their Player Account;
- Immediately notify Lottery if the Player becomes aware or suspects any unauthorized use of their Player Account or any other breach of security; and
- Log out of their Player Account at the end of each session.
6.5 Lottery Disclaimer. Under no circumstances shall the Lottery be liable for any losses incurred by the Player as a result of the Player’s failure to protect the security and privacy of the Player’s password as set forth in Section 6.4, or any or for any unauthorized access to the Player's account where the Player's negligence or intentional act contributed to such misuse or third-party access. The Player must monitor their Player Account to prevent its use by another person.
6.6 Lost Device. If the Player loses a device on which the Player is logged into their Player Account or on which their Player Account credentials are saved, the Player should first contact their network operator to prevent the device from being used and then the Player should notify Lottery. The Player is liable for all transactions on the Player Account initiated from the lost device prior to receipt of notification by the Lottery.
6.7 Carrier Charges. The Player is responsible for any charges by their mobile network or other service provider associated with using the Mobile App or Site.
6.8 Prohibited Conduct.A Player may not use the Mobile App, Site, Kiosks or Services:
- For any unlawful purpose;
- For any commercial purpose;
- In a way that impairs, interrupts or damages the Mobile App, Site or Kiosks or the efficiency thereof;
- To advertise or promote the Player's own or any third party's products or services;
- To distribute any unsolicited communications including, but not limited to, spam; or
- To play Games or place Bets on behalf of anyone else or in any other way that is not for the Player's own personal use.
6.9 Malware/Manipulation. A Player may not use (or upload to the Mobile App, Site or Kiosks) any form of malware (including, but not limited to, viruses, worms, Trojan horses and spyware) or any other code that may be deemed malicious. A Player may not engage in automatic Game playing or similar manipulation of software including, but not limited to, the use of so-called "bots," artificial intelligence software or any software used for opponent-filing or automatic betting or playing or any other manipulation of the Games or Player Account.
6.10 Under Age Betting. A Player may not allow, facilitate or encourage a person who is under 21 years of age to place Bets on the Mobile App, Site or Kiosk and/or use Services.
6.11 Illegal/ Dishonest. A Player may not engage in any actual or attempted illegal, fraudulent, or dishonest activity related to a Lottery Game or Bet, including without limitation, using a stolen credit or debit card, forgery, identity theft, collusion, cheating, bribery, money laundering and the provision by the Player to the Lottery of false registration data or other requested information.
6.12 Breach. A Player may not breach these Terms and Conditions or other applicable Laws or Rules.
6.13 Exploitation. A Player may not take unfair advantage when playing a Lottery Game or placing a Bet including, but not limited to, exploitation by the Player of any technical fault or loophole on the Mobile App or Site or an error on Lottery's part or in any third party's software.
6.14 Offensive Content. A Player may not cause to be published on or send via the Mobile App or Site any actual or potentially defamatory, offensive or obscene content.
7. CLOSURE OF ACCOUNT BY PLAYER
7.1 Closing Player Account. A Player may close their Player Account at any time, except that a Player Account and Funding Account may remain in pending closure status if there are outstanding Confirmed Bets (such as a Bet on a future sporting event) or a negative balance in the Player Account or Funding Account.
7.2 Closing Funding Account. At the same time a Player closes their Player Account, a Player should also close and withdraw any remaining funds in their Funding Account. If the Funding Account is not closed and the Player takes no action with respect to the Funding Account for an extended period of time, funds may be subject to escheat under the laws of the jurisdiction where the Funding Account is established. In addition, federal laws may require freezing funds or closing the Funding Account. Closing a Funding Account is governed by the Bank Funding Account Agreement.
7.3 Pending Items. The closure of a Player Account renders any open games, pre-purchased tickets, Bonus funds and entries in any bonus promotions or other competitions void. If there are Confirmed Bets on future Sporting Events, the Funding Account will remain open pending closure to allow Lottery to credit any Winnings if applicable on the Confirmed Bet.
8. CLOSURE OR SUSPENSION OF THE PLAYER ACCOUNT BY THE LOTTERY
8.1 Lottery Action. The Lottery may, at any time, for any reason, close or suspend a Player Account and the Player's entitlement to access and use of the Mobile App, Site and Services as provided in OAR 177-046-0022.
8.2 Notice of Closure. In the event the Lottery closes or suspends a Player Account, the Lottery will notify the Player using the contact information provided at registration.
8.3 Funding Account. If the Lottery closes the Player Account, the Player is responsible for closing, and withdrawing any moneys in, their Funding Account by contacting Lottery and following the terms and conditions applicable to Withdrawals set forth in the Bank Funding Account Agreement.
8.4 Suspension. If the Lottery suspends a Player Account, the Player will not be able to play Games and may not be able to access the Player Balance during suspension.
8.5 Rights Reserved. The right to close or suspend a Player Account is without prejudice to any other rights that the Lottery may have against the Player under these Terms and Conditions or otherwise.
9. INACTIVE PLAYER ACCOUNTS
9.1 Inactive Player Account. When a Player Account has no Player-initiated activity for an extended period of time, the Lottery will make reasonable efforts to contact the Player. If the Lottery does not receive a response from the Player, the Lottery may close the Player Account. The Player should be aware that any money remaining in the Funding Account associated with an inactive Player Account may be subject to escheat under the laws of the jurisdiction where the Funding Account is established.
10. BETS
10.1 Rules Available. This section of the Terms and Conditions is in addition to betting rules available on the Scoreboard Mobile App, Site or Kiosk and the Oregon Lottery Administrative Rules governing the Lottery and Lottery Games available at https://secure.sos.state.or.us/oard/displayChapterRules.action?selectedChapter=153.
10.2 Only Confirmed Bets. The Lottery only accepts Bets through the Mobile App, Site or Kiosk that are recorded on Lottery’s servers; those are the only Bets eligible to be Confirmed. Bets are placed via the Internet connection between the Player's device or Kiosk and the Lottery servers. A Bet is only considered placed when it is Confirmed. All Confirmed Bets are final. A Player cannot cancel or refund Bets once they have been Confirmed. Bets lost in transmission will not be recorded and therefore will not be Confirmed. A Player will be required to have a high-speed Internet connection to place Bets for geolocation purposes; Lottery is not responsible for costs associated with use of a high-speed Internet connection.
10.3 Available Bets. A Bet can only be placed on a given Sporting Event if it is available on the Mobile App, Site or Kiosk and the terms for placing the Bet have not expired. The Lottery has the sole discretion to determine what Bets are available at any given time on the Mobile App, Site or Kiosk. The Lottery only allows Bets on Sporting Events with a Governing Body.
10.4 Timing of Bet. Bets are processed in the order they are received. Unless otherwise stated, all times shown on the Mobile App, Site or Kiosk are Pacific Standard Time (PST). Generally, Pre-Game Bets must be placed prior to the start time of the event. The start time for an event is the official start time declared by the official sports organization sponsoring the event. For events in which an official start time is not declared, the advertised start time of the event is considered the start time. At the discretion of the Lottery, Pre-Game Bets may be accepted after the start time of the event if the final result is not known and no team or participant has achieved a material advantage (such as, but not limited to, scoring a goal or touchdown or expulsion of a player) at the time the Pre-Game Bet is placed. Disputes regarding the time a Bet is placed are resolved by Lottery.
10.5 Lottery Authority to Void a Bet. In order to maintain the fairness, integrity, security, and honesty of the Lottery and its operations, the Lottery reserves the right to void any bet at any time for any reason as provided in Lottery's Scoreboard rules in OAR chapter 177, division 92 and posted on the Scoreboard Mobile App, Site, or Kiosk. If the outcome is known or a material advantage has occurred, the Lottery reserves the right to void the Bet, regardless of its outcome. If a Live Bet has been placed after the outcome of the Bet is known or a team or participant has achieved a material advantage (such as, but not limited to, scoring a goal or touchdown or expulsion of a player), the Lottery reserves the right to void the Live Bet, regardless of its outcome. If Lottery cannot satisfactorily determine the official event results, then Lottery may void and refund the Bet amount only as provided in OAR 177-092-0050. A Bet is void and no Winnings will be paid if Lottery, in its sole discretion, determines a Player placed the Bet illegally or otherwise violated these Terms and Conditions.
10.6 Bet Amount. The Bet amount is at the sole risk and discretion of the Player, except that the Lottery may impose minimum and maximum bet amount limits or prize amount limits to manage Lottery's risk at any given time based on the sport, league, odds, and related factors. Such limits will be communicated to the player on the Mobile App, Site or Kiosk. The Bet amount may not exceed the Player Balance. When a Player places a Bet, the Bet amount is deducted from the Player Balance and ultimately withdrawn from the Funding Account. Notwithstanding the foregoing, a Player may self-impose limits within the Responsible Gaming tools in the Player Account that limit the amount the Player can Bet.
10.7 Winning Bet. The Lottery determines if a Bet is a winning Bet based on the official event results as provided in OAR 177-092-0040. Before the results are declared official by the governing body, Lottery may recognize changes to the results and resettle bets as provided in OAR 177-092-0050 and section 10.9, but once the results are declared official, Lottery will generally not recognize changes including, but not limited to, the game’s final score, or any protests, overturned decisions, or statistical changes made by the professional sports league or organization overseeing the game that changes the final score or call on a particular play.
10.8 Push. A "push" means the official event results of a sporting event end right on the listed point spread or finishes in a draw or tie. For such Bets, the Winnings are equal to the original Bet amount, which is subject to Offsets the same as all other Winnings as described in section 12 of these Terms and Conditions.
10.9 Final Decision. The Player agrees that the Lottery decision will be final and binding on all matters in relation to betting, or the Player’s eligibility for a prize, claim or Winnings, and the Lottery shall be the final authority in determining the terms of any Bets the Player places and the circumstances in which they were made.
10.10 Account Adjustment for Resettlement. The Player accepts that, from time to time, mistakes may be involved with Bets and a resettlement of the Bet may be required. Mistakes for purposes of resettlement include, but are not limited to, operator errors, the governing body changes a call on a particular play or final score, or a malfunction may cause Winnings to be incorrectly credited to the Player Account or the Funding Account. Resettlements are governed by OAR 177-092-0050 and the Betting Rules posted on the Scoreboard Mobile App, Site or Kiosk.
10.11 Discrepancies. If there is a discrepancy between the numbers that the Player believes they entered or the graphic display of the Game and those in the Lottery's database or any of Lottery's service provider's databases, the numbers in the database are considered valid.
10.12 Duplicative/ Identical Bets Prohibited. If it appears a series of Bets contain the same selections made by, or on behalf of, the same person or group of people or in their favor, the Lottery reserves the right to suspend the Player Accounts involved until an investigation is completed. Such Bets are ineligible for Winnings.
11. BONUSES AND SIMILAR PROMOTIONAL INCENTIVES
11.1 Bonuses. Lottery, in its sole discretion, may, from time to time, offer Bonuses or similar promotional incentives. Bonuses appear as funds in the Player Balance and may be used to play Games as described in the specific rules for the particular Bonus or promotion, but Bonuses have no cash value and are not transferred to the Funding Account for Withdrawal. Each Bonus or promotional offer may have additional terms and conditions that will be disclosed to Players on the Mobile App, Site, or Kiosk. Players must comply with any additional terms and conditions to be eligible to use Bonuses or similar promotions. The Lottery reserves the right to change the terms and conditions or cancel any Bonus or similar promotion at any time. Closure of the Player Account will render a Bonus void. Bonuses are not transferable between Player Accounts.
11.2 Bonus Play Winnings. Any Winnings that result from playing with Bonuses are deposited in the Funding Account and available for Withdrawal subject to these Terms and Conditions. Bonuses must be played at least once in order to have the corresponding Winnings deposited in the Funding Account. The terms of the Bonus or promotion will indicate the betting requirements necessary to obtain any corresponding Winnings.
12. PAYMENT OF WINNINGS AND OFFSETS
12.1 Paid to Funding Account. Winnings are only paid if Lottery has previously verified all relevant information including, but not limited to, name, age and Physical Address of the Player. After successful completion of Offsets, Winnings are reflected in the Player Balance and an equivalent amount is deposited into the Funding Account for Withdrawal subject to the Bank Funding Account Agreement.
12.2 Offsets. The Player understands and agrees that sometimes Lottery must offset a Player’s Winnings and apply them to certain state debts or other required Offsets such as child support obligations. Lottery follows state and federal rules and laws when making these Offsets. After any Offsets are complete, the remaining amount of Winnings is reflected in the Player Balance and an equivalent amount is deposited in the Funding Account. If Gross Winnings are greater than $600, Lottery must check the Player’s information against databases for outstanding Oregon Health Authority or Department of Human Services overpayments and delinquent child support and withhold any such debts as described in ORS 461.715 and 461.719 and OAR 177-010-0090, 177-010-0094 and 177-046-0110.
12.3 Taxes. Lottery must report a Player's Winnings to state and federal tax authorities as required by state and federal guidelines. The Player acknowledges and accepts that sometimes Lottery must offset or withhold all or part of a Player’s Winnings for tax withholding purposes. Notwithstanding anything in these Terms and Conditions, however, applicable taxes on a Player's Winnings are the sole responsibility of the Player. Lottery follows state and federal tax guidelines and applicable state laws and administrative rules for tax withholding as following:
- If Net Winnings are greater than $600, Lottery provides a WG2 Form to the Player for state tax reporting purposes.
- If Net Winnings are greater than or equal to $600 and at least 300 times the amount of the Bet or if Net Winnings are greater than $5,000, Lottery provides a WG2 Form to the Player for federal tax reporting purposes.
- If Net Winnings are greater than or equal to $1,500, Lottery will withhold state taxes.
- If Net Winnings are greater than $5,000, Lottery will withhold federal taxes.
13. RESPONSIBLE GAMING AND SELF-IMPOSED LIMITS
13.1 Lottery Commitment. The Lottery is committed to supporting customers in positive play behaviors as outlined in Lottery's Responsible Gambling Code of Practice. In support of that commitment, Lottery provides responsible gaming tools on the Mobile App, Site and Kiosks as described in this section. Lottery may also offer additional outreach and messaging to Players from time to time.
13.2 Self-imposed Limits. A Player must choose a daily, weekly or monthly Deposit limit to the Funding Account when the Player Account is created. Once entered, upwards changes shall become effective after 24 hours; downward changes are effective immediately. Once the Deposit limit is reached, a Player will be unable to make additional Deposits until the limit is changed. A Player may voluntarily set additional limits within the Player Account such as Deposit, Bet, and loss limits. All limits can be increased a maximum of three times a week. The limits are intended to support the Player in responsible gaming practices and the Player must be aware that when the self-imposed limits are in effect, it may not be possible to override the limits, even by Lottery.
13.3 Voluntary Time-Out. A Player may voluntarily select to exclude themselves from making Deposits to the Funding Account, placing Bets or playing Games for a period of up to 30 days. This is known as a time-out. Time-outs are for a minimum of 24 hours and a maximum of 30 days. During time-outs, the Player may log in and Withdraw from their Funding Account but cannot Deposit or Bet. The Player will receive an email detailing the selected time-out period, which they must confirm for the time-out to begin. Time-outs cannot be shortened once selected. Time-outs may be extended. Once the time-out period is concluded, the Player will automatically be able to access their Player Account for betting.
13.4 Voluntary Self-Exclusion. A Player may voluntarily select to exclude themselves from access to their Player Account for a period of 30 days or longer. Temporary self-exclusion periods are for a minimum of 30 days and can be extended indefinitely. A Player may also elect to exclude themselves permanently. A Player will receive an email receipt of the self-exclusion request, which they must confirm for the self-exclusion to begin. A Player selecting temporary self-exclusion will not be able to log into any Lottery account and the Player should Withdraw any remaining funds in the Funding Account. The Player Account will be closed for Players selecting permanent self-exclusion. Self-exclusion periods cannot be shortened once selected. Self-exclusion periods may be extended. Once the self-exclusion period is concluded Players will be required to send an email to scoreboard.reinstate@support.oregonlottery.org to request reinstatement in writing.
14. LIMITATION OF LIABILITY
14.1 Privacy. The Lottery and its contractors take reasonable precautions to protect the privacy of the Player's username, password and account information, and all financial information. The Lottery and its contractors do not and cannot guarantee or warrant that information transmitted through the Internet is secure or that such transmissions are free from delay, interruption, interception or error. By opening a Player Account, you agree that: (a) your personal data may be processed, transferred, used and stored in a manner and at the locations agreed upon by the Lottery and its contractors; and (b) you consent to the Lottery's privacy policy available at https://www.oregonlottery.org/legal as updated from time to time and the Lottery's disclosure of your data and information, including personal data, to the Lottery's contractors.
14.2 Malfunctions. The Lottery will provide the Services with reasonable care and skill and in accordance with these Terms and Conditions, Laws, Rules and Lottery policies and procedures. The Lottery does not make any guarantee regarding the Services, the Player Account or the Funding Account. In particular, the Lottery does not promise the Mobile App, Site or Kiosks or Services generally will have uninterrupted availability or be free of Malfunctions, bugs or other errors. The Lottery, its contractors and the Bank will not be liable for any failure to perform, or delay in performance of, any of their obligations including, without limitation, any delays, Malfunctions or disruption to the Services, due to any reason outside their control.
14.3 Force Majeure Events. If the Lottery is prevented from providing all or part of the Mobile App, Site, Kiosks and/or Services (including, but not limited to, any Service or Game) or fulfilling any of its obligations under these Terms and Conditions due to an event beyond the reasonable control of Lottery or its contractors, including, but not limited to, an act of God, an outbreak of hostilities, riot, civil disturbance, acts of terrorism, the act of any government or authority (including, but not limited to, any refusal or revocation of any license or consent), fire, explosion, flood, theft, malicious damage, strike, lock-out, or industrial action of any kind or any other such cause beyond the reasonable control of Lottery or its contractors, then the Mobile App, Site, Kiosk , and one or more Services or Games may be suspended until such time as the Lottery is able to provide access or fulfill any obligations under these Terms and Conditions. The Player agrees to waive any claim against the Lottery or its contractors which may arise in such circumstances.
14.4 Limited Liability.
(a) By accessing the Services, and except for any liability that cannot be excluded or limited by applicable law, you hereby release, discharge and hold harmless the Lottery and its contractors and the Bank, and each of their respective legal representatives, officers, directors, members, shareholders, employees, agents, affiliates, agencies, and subsidiaries (collectively, the “Service Providers”) from any and all losses, damages, costs, expenses, claims, actions or proceedings brought by you or any third party acting on your behalf (collectively, “Claims”) arising from your access of, or your unsuccessful attempt to access, the Services and/or any benefit, prize or award that you may claim as a result thereof. Lottery and its contractors and the Bank fully and completely disclaim any liability with regard to any Claim, except for any benefit, prize or award to which you are rightfully entitled as a result of your having accessed the Services..
(b) You acknowledge that to the fullest extent permitted by applicable law, and regardless of the form of action, whether in contract, tort or otherwise, in no event will the Service Providers by liable to you or to any party claiming through you for any direct, indirect, consequential, incidental, special, punitive, exemplary or other damages including without limitation damages for lost profits or savings, loss of information, data or records, loss of and/or cost of replacing software, hardware or other equipment, even if advised of the possibility of such damages, arising from using or the inability to use the Services.
(c) By accessing the Services, you hereby agree to indemnify, defend and hold harmless the Service Providers against all liabilities, losses, damages, costs, expenses, claims, actions and proceedings, including attorneys’ fees, incurred by them as a result of your breach of these terms and conditions or any other agreement, rule, term or condition applicable to your access of the Services.
15. COMPLAINTS PROCEDURE
15.1 Submission. A Player may submit a complaint to the Lottery Customer Services Team. The Player must provide details of the Player's identity and as much information as possible regarding the complaint. The Lottery Customer Services Team will respond as soon as reasonably possible.
15.2 Appeal. If a Player is not satisfied with the response of the Lottery Customer Services Team, the Player may escalate the complaint to the Director of the Oregon State Lottery or the Director's designee for a decision pursuant to OAR 177-046-0160.
16. SUSPICIOUS ACTIVITY MONITORING
16.1 Site Activity Monitoring. Use of the Lottery site and Mobile Apps may be monitored to ensure that the Player is not using the Lottery site and Mobile Apps with a frequency or in a manner which might suggest the Player is using it for bookmaking or other suspected criminal or unethical activities. The Lottery may do any or all of withholding any moneys, closing or suspending the Player Account if the Lottery knows or suspects that the Mobile App, Site, Kiosks or Services are being used by the Player for bookmaking or other suspected criminal or other prohibited activities.
16.2 Suspicious Activity. If the Lottery knows or suspects that a transaction is suspicious (including, but not limited to, collusion between Players whether using Lottery’s internal systems or other systems) and involves or may involve financial crime, fraud, cheating or irresponsible gaming behavior or breaches any of these Terms and Conditions, the Laws or Rules, the Lottery may retain the amount of that transaction and any other transaction made by the Player. The Lottery shall be under no obligation to provide the Player with any reasons for doing so. In addition, the Lottery may disclose information of such activity (including, but not limited to, any details relating to the Player) to any applicable law enforcement or regulatory entities or other appropriate third parties.
16.3 Fraud or Gaming System Malfunction. The Lottery may withhold Winnings and/or void or freeze Bets if the Player or another Player manipulates a Game in a fraudulent manner, if there is collusion (or suspected collusion) between Players or if the gaming system itself malfunctions.
17. MISCELLANEOUS
17.1 Severability. If any part of these Terms and Conditions is found by a court of competent jurisdiction or other competent authority to be invalid, unlawful or unenforceable, such part will be severed from these Terms and Conditions and the remainder will continue to be valid and enforceable to the fullest extent permitted by law.
17.2 Governing Law. These Terms and Conditions shall be governed by and interpreted in accordance with Oregon law and the Player agrees that any dispute between the Player and the Lottery regarding these Terms and Conditions, any Games or other Services, or the Player’s Account will only be dealt with under Oregon law and through Oregon courts. The Player agrees to abide by and comply with Oregon law, including the Laws and Rules governing Lottery and any additional terms and conditions and registration requirements provided to an individual Player by the Lottery which are in effect, and which may be amended from time to time.
17.3 Intellectual Property. Certain software and services that you may access via the Mobile App, Site and Kiosks are the proprietary products and trade secrets of SBTech or its affiliates. These are commercially valuable to SBTech and may not be used in any manner or form by you except as expressly provided for under these Terms and Conditions for lawful, personal, non-commercial purposes. By opening a Player Account, you acknowledge and agree that SBTech’s software, all works derived therefrom and all intellectual property rights therein remain the exclusive property of SBTech and its affiliates. You shall not, and shall not permit others to (a) display, publish, copy, distribute, modify, adapt, translate, prepare derivative works from, decompile, disassemble or reverse engineer any SBTech intellectual property; (b) attempt to derive any source code from or take any action to circumvent, compromise or defeat any security measures in any SBTech intellectual property or to use the same in violation of any law or rights of any third party; (c) sell, assign, transfer, lease or grant any security interest in any SBTech intellectual property; or (d) export, or attempt to export, any SBTech intellectual property to any foreign country, whether by physical or electronic means.

- These Betting Rules are posted here for the convenience of the Player. The full rules and terms and conditions applicable to Scoreboard and players can be accessed through the "Terms & Conditions" tab. Players should also read the Rules governing Lottery and Lottery Games at https://secure.sos.state.or.us/oard/displayChapterRules.action?selectedChapter=153. See also additional rules that apply to particular sports. Any capitalized terms used herein which are not defined shall take their meaning from the Terms & Conditions.
- Your minimum and maximum amount for a Bet or maximum prize payout differs between sports, leagues and bets. You will see the exact value displayed in the bet slip, when placing a Bet. We make no guarantee that any Bet placed within or for the maximum stake shall be accepted.
- Oregon Lottery Scoreboard reserves right to refuse the whole or any part of any Bet request for any reason and at our sole discretion. Individual bet requests may be reviewed and an alternative price or stake offered at our sole discretion.
- Oregon Lottery Scoreboard accepts bets made online. Bets are not accepted in any other form (email, telephone, fax, etc.).
- A Player may not cancel or change a Bet once the bet has been placed and Confirmed.
- Bets will be accepted up to the advertised start time. If a Bet is inadvertently accepted which includes an event after its start time, unless it is a live-betting event, the Bet will be refunded and ineligible for a prize.
- Irrespective of which betting odds format you select for odds to be shown in your Player Account, all Bets will be settled based on American odds.
- Where we have reason to believe that a Bet is placed after the outcome of an event is known or after the selected participant or team has gained a material advantage (e.g. a score, sending off etc.) we reserve the right to void the Bet, win or lose.
- Oregon Lottery Scoreboard reserves the right to void any Bets from Players who Bet on an event where they are in any way involved, as participants, referee, coach etc.
- Oregon Lottery Scoreboard reserves the right to withhold payment and to declare bets on an event void if we have evidence that the following has occurred: (i) the integrity of the event has been called into question or (ii) match rigging has taken place. Evidence may be based on, but is not limited to, the size, volumes or pattern of bets placed with Oregon Lottery Scoreboard across any or all of our betting channels.
- When an event is cancelled, all related Bets will be void automatically and accounts refunded unless the Betting Rules for a particular sport provide otherwise.
- If any match is abandoned due to injury, bad weather, crowd trouble etc. all Bets that have already been settled up until the time of abandonment will stand. For example: If a football match is abandoned in the second half, all bets involving the 1st half will stand. What’s more, if there has been a goal scored, the first goal scorer market will stand, but the last and any time goal scorer bets will be void. For tennis: if a player retires injured in the 3rd set, all bets to win the 1st and 2nd sets will stand.
- Oregon Lottery Scoreboard offers you the ability to Bet in play on a variety of global sporting events and while we do make every effort to ensure all live betting information is accurate, there may be situations where such information is incorrect, due to delays or otherwise. When checking live betting odds, live event start times or any other live event markets, please be aware that such information is provided as a guide only and we accept no liability for the outcome of any inaccuracies which may occur. It is the sole responsibility of the Player to check such information is accurate at the time of publication.
- The official result of the governing body or league is final for settlement purposes except where specific rules state the contrary. The podium position in Grand Prix racing, the medal ceremony in athletics and any similar official ceremony or presentation in other sports are to be treated as the official result. Prior to the official result, Oregon Lottery Scoreboard may resettle Bets.
- Winnings will be credited to the Player Account following confirmation of the final result and successful Offsets are completed if applicable as described in the Terms and Conditions.
- The maximum total winnings to any customer on any calendar day for bets placed with Oregon Lottery Scoreboard is $100,000.00 or equivalent (hereafter the “Maximum Daily Payout”).
- Fraud and Collusion:
- A number of bets may be treated as being one when a Player places multiple copies of the same Bet. When this occurs all Bets may be voided apart from the first Bet struck. A number of bets that contain the same single selection may be treated as being one. When this occurs all Bets may be voided apart from the first bet struck. An example would be where 1 particular selection is repeatedly included in multiple Bets involving other short-priced selections.
- If you have played in a professional capacity, or in tandem with other Player(s) as part of a club, group, etc., or placed Bets or wagers in a coordinated manner with other Player(s) involving the same (or materially the same) selections; in this instance we further reserve the right, at our sole discretion, to restrict the total maximum pay out for the combined total of any such Bets, to the equivalent of the Maximum Daily Payout limit permitted for a single Player (as outlined at section 16 above). Oregon Lottery Scoreboard is for sole use on an individual basis and for personal entertainment only.
- Oregon Lottery Scoreboard allows only one Player Account per person. Any subsequent accounts opened under the same postcode/personal details/IP address that are found to be related to any existing account may be closed immediately and any bets will be voided at Oregon Lottery Scoreboard's discretion. Oregon Lottery Scoreboard reserves the right to reclaim any Winnings attained by these means and we reserve the right to withhold all or part of your balance and/or recover from your account Deposits, pay outs, Bonuses, any Winnings that are attained by these means.

Video Assistant Referee (VAR) will be taken into account. Decisions made after a significant event occurs, may result in confirmed bets being voided. Bets voided will be from the time of the significant event, until the time the final VAR decision was officially announced.
An exception is made when this rule relates to friendly matches. In such cases, all match markets are settled based on the actual result at the end of the game (excluding any extra time), irrespective of whether the full 90 minutes is played. This rule applies only to matches with regular playing time of two 45-minute halves.
Some Soccer matches may have different playing schedules. In that case the following will apply:
- 90 minutes scheduled play (3 x 30 minutes). Full-time bets are still considered valid. Half-time bets are considered void.
- 80 minutes scheduled play (2 x 40 minutes). All bets are still considered valid.
- If the playing schedule is different from the above stated, all bets are void.
Should any match be played prior to the date or kick-off time denoted then bets will stand provided the wager is placed not later than the revised kick-off time.
Bets on a match or qualification are not affected if a team is subsequently disqualified from, or re-instated to the competition.
All bets on a match abandoned before the completion of the regular time will be void unless the match is rearranged and played on the same date (local time) or stated otherwise in the rules, except for bets on any markets that have been unconditionally determined.
If the game does not take place as scheduled and is not played on the same date (local time) all bets are void. An exception is made if incorrect kick-off time is announced on our website.
If a match venue is changed then bets already placed will stand providing the home team is still designated as such. If the home and away team for a listed match are reversed then bets based on the original listing will be void.
Bets will stand if we list a team name without specifying the term 'XI' in the name.
In the absence of an official source, or when significant conflicting evidence is present, bets will be settled based on our own statistics.
Extra Time
All bets are settled on the official statistics for the extra time period only. Any goals, corners, etc. that were taken or scored during the regulation time do not count. Extra time does not include a Penalty shootout.
If the match does not go to an Extra Time [ET] all bets are void.

Snap Bets
Each market refers to a specific 1 or 5 minute period in the match. It is split into minutes and seconds and it is displayed as part of the market title. 00:59 seconds counts as the first minute, 01:59 counts as the second minute, and so on.
Injury time does not count. For example:
The 5 minute period 40:00-44:59 refers to the first half only and does not include first half injury time.
The 5 minute period 45:00-49:59 refers to the start of the second half only and does not include first half injury time.
The 5 minute period 85:00-89:59 refers to the second half only and does not include second half injury time.
A settlement will be made based on data from the TV broadcaster covering the match, or if not available - based on the official website of the competition, or if not available – based on data transmitted by our data providers.
If a match is abandoned during any of these minute markets, all bets placed will be void if the time of the bet period was not completed. Bets in which the time of the bet period was completed will be settled and not declared void.
If a specified minute period is not completed, all bets will be void unless a winning market has already been established prior to the stoppage in play. All disallowed or cancelled goals, corner kicks, cards, penalties, free kicks, goal kicks and throw-ins will not count.
Goal will be settled on the time the goal is scored.
- Corner is considered to have happened when it is AWARDED (not when it is taken).
- Cards - both yellow and red cards count. Only cards shown to players on the playing field count. A card is considered to have happened when it is shown.
- Penalty is considered to have happened when it is AWARDED (not when it is taken).
- Free kick is considered to have happened when it is AWARDED (not when it is taken).

Asians
The Asian Line is a special type of handicap used for Soccer matches. Depending on the strength of each team, a handicap is issued for the game. This enables the odds for each side to be more similar, allowing more competitive betting opportunities. All bets on the Asian Handicap in live betting (including 1 st/2 nd half bets) are settled according to the score line. Any goals prior to the bet being placed are ignored for settlement purposes. If a game is abandoned, bets will be void.

Predict the total goals scored in a match. Goals are considered regardless of whether they are scored before or after the bets are placed (unlike Asians, where the result before the bet has been placed is ignored). If a game is abandoned, bets will be void unless settlement is already unconditionally determined.

All bets will be settled based on the score by the end of the 30-th min (29:59). If a match is abandoned before the 30 th min, bets will be void, except O/U bets which have already been determined. If a match is abandoned after the 30 th min, all bets will stand.
1X2 Up to 70 th Min, Asians and Over/Under Up to 70 th Min
All bets will be settled based on the score by the end of the 70-th min (69:59). If a match is abandoned before the 70 th min, bets will be void, except O/U bets which have already been determined. If a match is abandoned after the 70 th min, all bets will stand.
Draw no bet
Predict which team will be the winner. In case of a draw, all bets will be void. If a game is abandoned, bets will be void.
Double Chance
A Double Chance market allows you to cover two of the three possible outcomes in a game with one bet. There is also Double Chance 1 st Half market, which is settled according to the result of the 1 st half only.
The following options are available:
1 or X - if the result is either a home win or a draw then bets on this option are winners.
X or 2 - if the result is either a draw or an away win then bets on this option are winners.
1 or 2 - if the result is either a home win or an away win then bets on this option are winners.
Exact Score
Predict the exact score of the match by choosing from given results. There is another variation of this market available: Exact score 1 st Half – you have to predict the score of the 1 st Half.
Multi-Bet Exact Score
Predict the final score of the game by choosing from given options. Every option includes several results. You win if the final score is the same as any of the results featured in the option you have bet on.
Otherwise you lose. For example:
You have bet on line: 1:0, 2:0, 3:0.
If the final score is either 1:0 or 2:0 or 3:0, you will win. If any other result occurs, your bet will be lost.
Multi Goals FT/1-st Half/2-nd Half/Teams
Predict whether or not a specific range of goals will be scored inside the full 90 minutes of each soccer game.
Selections are predefined goal ranges and “Other than” selections refer to any different goal range.
Example: if you place a bet on the "1-4 Goals" selection and the game ends in a 0-0 draw or with 5 or more goals scored, your bet will be lost. A winning bet in this market will be one placed on the "Other than 1-4" selection.
Halftime/Fulltime
Predict the result of a match at halftime and at the end of regular time. If a game is abandoned, bets will be void.
Example: If you chose 1/X, you bet on the home team to lead in the first half and the match to end in a draw. Extra time and penalty shootouts do not count.
Half Time OR Full Time
Predict the outcome of at least one of the game parts - either the Half-Time result or the Full-Time result – 3 Way. If the event is not completed, then all bets are void, unless the market has already been determined.
Both Teams to Score
Predict whether both teams will score at least one goal in the game. Own goals count towards the team credited with the goal. If a game is abandoned, bets will be void, unless the outcome of these bets is already determined.
"Yes” – meaning that both teams will score.
“No” – meaning that either team will not score.
Both teams to score in 1st half
Predict whether both teams will score at least one goal in the 1st half. Own goals count towards the team credited with the goal. If a game is abandoned, bets will be void, unless the outcome of these bets is already determined.
Both teams to score in 2nd half
Predict whether both teams will score at least one goal in the 2nd half. Own goals count towards the team credited with the goal. If a game is abandoned, bets will be void, unless the outcome of these bets is already determined.
Both To Score No Draw
"Yes" selection wins if:
Both Teams score and final result finishes with a winner (example: 2-1).
"No" selections wins if:
Either only one Team scores or Both Teams score but result finishes draw (example: 1-0 / 1-1 / 2-2...).
Both Teams To Score In Both Halves
"Yes" selection wins if:
Both Teams score in both halves.
"No" selections wins if:

Team To Score First & Win / Draw / Lose
Winning selection is the one that fully accomplishes the combination of which team will score first inside the game and either win, draw or lose afterwards.
3 Way Handicap
In a 3W Handicap, the line is set so that there can also be a draw outcome, giving you 3 potential bets. Bets are settled according to the final result. There is another option of this market: 1 st Half 3 W Handicap, which is settled according to the result of 1 st half only.
For example:
Handicap (-2) - You will win if your team wins the match with a goal difference of three or more.
Tie (-2) - You will win if the team with (-2) Handicap wins the match with exactly 2 goals difference.
Handicap (+2) - You will win if your team loses / draws / wins by 1 goal.
First to Score/Last to Score/2 nd Goal/3 rd Goal/4 th Goal….
Predict which team will score the first/2 nd/3 rd/4 th/…./last goal in the match. Own goals count towards the team credited with the goal. If a game is abandoned all bets will be void, unless the outcome of a bet is already determined.
Winning Margin
Predict the team to win the match and the victory margin. For example in a match Team A vs Team B:
Bet on Team A to win by 2 or more goals wins if the result is 2:0, 3:0, 3:1, 4:0, 4:1, 4:2, etc.
Bet on Team A to win by 1 goal wins if the result is 1:0, 2:1, 3:2, etc.
Bet on Score Draw wins in case of any draw results with the exception of 0:0, i.e. 1:1, 2:2, 3:3, etc.
Bet on No score draw wins only if the result is 0:0.
Bet on Team B to win by 2 or more goals wins if the result is 0:2, 0:3, 1:3, 0:4, 1:4, 2:4, etc.
Bet on Team B to win by 1 goal wins if the result is 0:1, 1:2, 2:3, etc.
Odd/Even
Predict if accumulated goals by both teams will add up to an odd or even number. When no goals are scored, it is considered as Even for settlement purposes. If a game is abandoned, bets will be void, unless an outcome is already determined. There are several variations of this market:
Odd/Even – bets on it are settled according to Full time score
1 st Half Odd/Even – bets on it are settled according to the 1 st half result only

Teams Odd/Even

Goalscorer
Predict if a player will score first/last/anytime goal in the match. We make every effort to offer prices for all possible participants. However, players not originally quoted will count as winners should they score the first/last goal. Own goals are ignored for settlement purposes. If an own goal is scored, the previous or the next goal (if there are any) will be taken into consideration. If only own goals are scored in the match, it will be considered as No Goalscorer result for settlement purposes.
For Live Betting, if an own goal is scored, the next regular goal will be considered for settlement purposes.
Bets on players not taking part in the match will be void. For First Goalscorer, bets on players coming on as substitutes after the first goal has already been scored will also be declared void.
If a match is abandoned after the first goal has already been scored, all winning bets on First Goalscorer and on Anytime Goalscorer (bets on players who have already scored) will stand, all other bets on Goalscorer market will be void.
If a match is abandoned before a first goal is scored, all bets will be void.
Goalscorer Premier
Betting options available on this market are:
First or Last Goalscorer – Predict if a certain player will score either first or last goal in the match
2 or more – Predict if a certain player will score 2 or more goals in the match
3 or more - Predict if a certain player will score 3 or more goals in the match
Own goals are ignored for settlement purposes. If an own goal is scored, the previous or the next goal (if there are any) will be taken into consideration. Bets on players not taking part in the match will be void.
If a match is abandoned, bets on this market will be void with the exception of any bets that have an already determined outcome.
Team Goalscorer
Predict which player of a certain team will score the most goals in a League/Tournament.
Goals scored both in regular and extra time count. Penalty shootout goals do not count. In case two or more players score the same amount of goals, dead-heat rules apply. If there aren’t any goals scored by the named team, all bets will be void.
Top Goalscorer
Players who are nominated to play for their teams are considered VALID bets regardless of whether they are sidelined or injured during the tournament. In case a player is transferred to a different club within the same league, goals scored prior to the move will be counted. If a player is transferred to a club in another league, goals scored prior to the transfer cannot be brought over to his/her new league. All bets will stand in case of any of the above-mentioned scenario, unless otherwise stated:
Own goals will be ignored.
Only League goals scored are counted.
Goals scored in playoff matches are not counted.
If two or more players score the same amount of goals, dead-heat rules apply.
Teams to score in 1 st Half/2 nd Half/Both halves
Predict if a team will score at least one goal in 1 st Half/2 nd Half/Both halves. Own goals count to the team credited with the goal for settlement purposes.
If an event is abandoned, all bets will be void, unless the outcome of the placed bet has already been determined.
Teams Clean Sheet
Clean sheet means that a team will finish the game without conceding a goal. Own goals are valid for settlement purposes. If a game is abandoned, all bets will be void, unless settlement is already unconditionally determined.
For example:
Team Clean sheet team A “Yes” – in order for the bet to be settled as a winner team A should not concede any goal (including an own goal) in the game. If it does, the bet is lost.
Team Clean sheet Team A “No” – in order for the bet to be settled as a winner team A should concede a goal (an own goal counts as well) in the game. If it doesn’t, the bet is lost.
Head 2 Head
If one or more contestants fail to start the tournament, all bets are considered void. If both teams reach the same stage, the bets will be void.
Total Goals Min
Total Goals Min is the sum of the minutes of all goals scored in the regular time of the game. Goal times are recorded as the full minute according to the official source. Any goal scored in the added time of the 1 st half will be recorded as the 45 th minute. Any goal scored in the added time of the 2 nd half will be recorded as the 90 th minute. As soon as a game kicks off it will be deemed to be in the first minute. So for example a goal scored after 24 minutes and 16 seconds will be settled as scored in the 25 th minute.
Win/Loss is determined by comparing Total Goals Min with preset number. If a game is abandoned, bets on this market will be void.
OU & Goal Crazy/Goal Crazy/1 st Half Goal Crazy
Bets are settled on the total number of goals scored by both teams in the match - Goal Crazy, or for the 1 st half - 1 st Half Goal Crazy. If an event is abandoned during the 1 st half, all bets on this market will be void. If an event is abandoned after the 1 st half is completed, bets on 1 st Half Goal Crazy will stand and bets on Goal Crazy will be void. Example:
If you pick 2-3, you win if 2 or 3 goals are scored in the match/1
st half. Otherwise your bet is lost.
If you pick 3+, you win if 3 or more goals are scored in the match/1
st half. Otherwise your bet is lost.
Half with Most Goals
Predict in which half most goals will be scored. Bets will be void if the match is abandoned.
Number of Goals/Number of Goals 1 st Half
Predict the exact number of goals scored in the match/1 st half by both teams. If an event is abandoned during the 1 st half, all bets on this market will be void. If an event is abandoned after the 1 st half is completed, bets on Number of Goals 1 st Half will stand and bets on Number of Goals will be void.
Number of Team Goals/Number of Team Goals 1 st Half
Predict the exact number of goals scored by a named team in the match/1 st half. Own goals count to the team credited with the goal. If an event is abandoned after the 1 st half is completed, bets on Number of Team goals 1 st Half will stand and bets on Number of Team Goals will be void.
First Half/Second Half
Predict the result of first and second half separately. If a match is abandoned, bets will be void.
Example: To win a bet on '1/X’, the home team must win the first half and the result of the second half should be a draw. Extra time and a penalty shootout do not count.
1X2 rest of the match
All bets are determined without taking into consideration the current result at the time the bet is being placed – as if the game was starting again from 0:0 score after the bet had been placed. If a match is abandoned, all bets are void.
Example: Current result is 1-0 and final result is 1-1. The result for the bet settlement is 0-1:
1 - Bets on Home Team are lost
X - Bets on Draw are lost
2 - Bets on Away Team are winners.
Penalty
Penalty is similar to Over/Under Wager. Win/loss is determined by the number of penalties accumulated by both teams. If a match is abandoned, bets will be void, unless the outcome of a bet is already determined.
If a penalty is awarded, but not taken (referee changes his decision, the game is abandoned before the penalty is taken), this penalty will be ignored for settlement purposes.
Win to Nil
Predict if a certain team will win the game, without conceding a goal.
Win Either Half
Predict if a certain team will win at least one half of the game – no matter 1 st or 2 nd half.
Own Goal
Predict if there will be an own goal scored in the match.
Win From Behind
Predict if a certain team will be down by one or more goals during any time of the match, but will eventually win the match.
Score/Miss a Penalty
Predict if a certain team will score or miss a penalty during the game. Penalties that were cancelled by the referee will be ignored.
Added Time in 1 st Half/2 nd Half
Added Time is similar to Over/Under wagers. Win/loss is determined by the Added Time officially announced by the referee, not by the actual time played. If a game is abandoned in the 1 st half, all bets will be void.
If a game is abandoned in the 2 nd half, Added Time in 1 st Half bets will be settled, Added Time in 2 nd Half bets will be void.
For example: If the referee shows 1 min added time and 2 min are played, bets will be settled as 1 min added time.
1 st Goal Period
Predict when the 1 st goal of the game will be scored by choosing from given time periods. Own goals will count for settlement purposes.
Betting periods at the end of either half include any injury/stoppage time added on by the match official at the end of normal time. Extra time does not count.
If a match is abandoned after the first goal is scored all bets will stand. If a match is abandoned before the first goal is scored, or a game finishes without any goals being scored, all bets will be void. As soon as a game kicks off it will be deemed to be in the first minute. So for example a goal scored after 24 minutes and 16 seconds will be settled as scored in the 25 th minute.
Goal up to 30 th Min
Predict if there will be a goal scored before the 30 th Min (29:59) of the game. If a game is abandoned before the 30 th Min, bets will be void, unless a goal has already been scored in the game.

Scorecast
This is a prediction on both First to Score and Exact Score of the match. Both should be correct for a bet to win. Own goals are not counted for first to score: next goal scored which is not an own goal will be counted for settlement purposes.
If there are only own goals in the match, bet will be settled with Exact Score market odds at kick-off time. If game ends with 0:0 score, all bets will be void.
If player comes on the field after first goal is scored, or did not take part in the game at all, bets including him as first to score will be settled with Exact Score market odds at kick-off time.

If there is no official result announced by the official competition organizer, then the market will be settled on the result announced by the main UK television broadcaster. If a match is televised live on more than one channel, then the main UK television broadcaster will be determined based on the following order:

Hit The Woodwork player props
Bets on whether a particular player(s) will manage to hit the cross bar, goal post or any other part of the frame delineating the goal area. This will be settled as accomplished only if the shot DOES NOT result directly in a goal, awarded exactly after the ball hits a part of the goal frame.
Only direct shots from a player, which hit the woodwork without any other interference from players or the goalkeeper will count for settlement purposes.
Assists (Selected Player)
The final touch (pass, pass-cum-shot or any other touch) leading to the recipient of the ball scoring a goal without a decisive touch from an opposition player. Own goals or penalties do not get an assist awarded.
Passes (Selected Player)
An intentional played ball from one player to another. Crosses, throw-ins and keeper throws do not count as a pass. Goal kicks, free kicks, corners, kick-offs and penalties can be played as a pass.
Offsides (Match/Team)
Awarded to the player deemed to be in an offside position where a free kick is awarded.
Tackles (Team/Selected Player)
A tackle is defined as where a player connects with the ball in ground challenge where he successfully takes the ball away from the man in possession. The tackled player must clearly be in possession of the ball before the tackle is made.
Transfer Specials
Player to sign for before.. - Club of player to sign includes Loan deals for settlement purposes. If he is recalled to his parent club or sold to another one later it does not matter. It only does matter where the player is playing on the date mentioned.
Next Permanent Manager - Bets are settled on the next permanent manager as announced by the club. Caretaker bosses and interim managers do not count for this market, unless they lead the team in at least 10 competitive matches. If they do, they will be settled as winners for betting purposes.

The nominated game will be featured in the name of the bet type, for example: 1st set – 4th game – Game To Deuce. “Yes”, meaning there will be a score of 40-40 in the game. “No”, meaning that a score of 40-40 will not occur in the game. If a game is not played for any reason or it is abandoned before a score of 40-40 is reached, bets on it will be void. Once a score of 40-40 is reached, bets on that game will be settled, even if the game is abandoned for any reason at a later stage.
Game Total Points
3 way bet type to predict Over, Under or the exact given number of points will be played in a stated game. The nominated game will be featured in the name of the bet type, for example: 1st set – 2nd game – Total Points. If a game is not played for any reason, bets on it will be void. If a game is abandoned due to injury or withdrawal, bets on it will be void, unless the respective settlement is already determined. Tie break points will not be counted for this bet type.
Race To Games
Predict which one of the contested Players/Teams will reach first the relevant selection(s).
Set 1 Score After 4 Games
Predict the score after 4 played games. If the set is not completed all bets are void, unless the market has been already determined.
Set 1 Score After 6 Games
Predict the score after 6 played games. If the set is not completed all bets are void, unless the market has been already determined.
Games including Live Betting
Games betting refer to the games played in the match. Win/loss is determined by the number of games accumulated by both players. Bets will be deemed as void if the full statutory number of sets is not completed, or changed. A tie break is considered as one game for Games purposes. A super tie break is considered as one game for all Games bets.
First/Second/Third/Fourth/Fifth Set (Money Line/Handicap or Over/Under) including Live Betting
In the event of the set not being completed, all bets will be void.
Player To Win At Least One Set / Player To Win At Least Two Sets
Predict if any of the two Players will or will not win at least 1 set during the match.
Predict if any of the two Players will or will not win at least 2 sets during the match.
If there was already one or two finished set(s) bets will be valid for settlement.
Number Of Tiebreaks In Match / Tiebreak Winner In "X" Set
Predict the exact number of Tiebreaks during each match - 1, 2 or 3.
If the full statutory number of sets hasn't been completed, all bets will be deemed as void.
Money Line Winner for each possible set if there is a Tiebreak to be played.
If there is already one or more sets with registered tiebreak winner - all bets for that market will be valid for settlement.
Any Set To Finish To Nil
Predict if there will be a set to finish to nil inside the match.
If the match is not completed all bets are void, unless the market has been already determined.
Total Games Odd/Even
Predict the total number of games inside each match - will they be an even number or an odd number.
If the match is not completed all bets are void.
Player To Win Most Games
One of the two Players/Teams has to win most of the games during the match to win this market. 1X2 market as the draw (tie) selection means the number of games between the two Players/Teams should be equal.
If the match is not completed all bets are void.
Exact Score (Set Betting) including Live Betting
Predict the sets score at the end of the match. Bets are void if the full statutory number of sets is not completed, or changed.
Total Player Games including Live Betting
Predict the number of games achieved by a player in a match. Bets will be deemed as void if the full statutory number of sets has not completed, or changed. A tie break is considered as one game for Games purposes. A super tie break is considered as one game for all Games bets.
Total Tie Break / Tie Break in a match including Live Betting
Total Tie Break is similar to Over/Under Wager. Win/loss is determined by the number of tie breaks in the match. A super tie break is not considered as a tie break for bets on Total Tie Break. If there was a Tie Break in an unfinished event, bets will be valid. If there's no Tie Break in an unfinished event, bets will be void.
Double Result
Predict a player to win or lose the 1st set and then go on to win or lose the match. Bets will be deemed as void if the full statutory number of sets is not completed.
Total Aces
Total Aces is similar to Asian and Over/Under Wager. Win/loss is determined by the number of aces accumulated by both players. Bets are void if the statutory number of sets has not completed, or changed. If a match is not completed because of a player retirement or disqualification, all bets will be void
First Ace
Predict which player will serve the first ace in the match.
To Win 1st Point
Predict which player will win the first point. All bets placed after the coin toss will be void.
To Win 1st Game
Predict which player will win the first game. All bets placed after the coin toss will be void.
1st to win 3 games
Predict which player will be the first to win three games. All bets placed after the coin toss will be void.
First Break
Predict which player will break the opponent's whole game serve first. All bets will be void if a break does not take place. All bets placed after the coin toss will be void.
Double Faults
Refers to the double faults served in the match. Win/loss is determined by the number of double faults accumulated by both players. Bets will be deemed as void if the full statutory number of sets is not completed, or changed.
First Double Fault
Predict which player will serve the first double fault in the match.
Fastest Serve
Predict which player will serve the fastest serve in the match in KM/H or MPH as stated in the bet type name
Outright
Predict the winner of the tournament. In the event of a non-runner, all bets are void.
Winner
Predict the winner of the tournament. The player must start Round 1.
Winning Quarter/Winning Half
Predict the Quarter/Half the winner of the tournament will come from. All players taking part in the tournament are divided into 4 groups (Quarters), with one of the top 4 seeds in each Quarter.
Winning Quarter: choose which Quarter the winning player will come from (eg. 1st, 2nd, 3rd, 4th). Winning Half: choose which Half the winning player will come from (eg. top or bottom).

In the event of any of the named players in a match changing before the match starts all bets will be void. In the event of a match starting but not being completed, all bets will be void.
Scoring
- Matches are won by a player winning the best of 5 or 7 games depending on the league. (Russia Moscow Liga Pro and Setka Cup are both the best of 5 games meaning the match winner is determined by winning 3 games)
- Games are won by the first player scoring 11 points. In the case that both players score 10 points, the winner is determined by the first player with a lead of 2 points thereafter.
Moneyline FT
Wagers are graded by the winner of the match in the same manner as other moneyline wagers.
Next Game Winner
Predict the winner of the next game. If the game is not completed or not played for any reason, all bets will be void.
Spread
Wagers on the spread are based off games won. (Example 1: Player A’s spread is -1.5 and Player A wins the match 3:1. Wagers on Player A -1.5 win as the spread is covered. Example 2: Player A’s spread is +1.5 with Player A losing the match 2:3. Wagers on Player A +1.5 win as the spread is covered.)
Total
Wagers on the Total are graded by adding the total number of games together. (Example: The total is set at 3.5 and the final match score is 3:1. Wagers on the over win as the final total score adds up to 4, covering an over 3.5 wager.)
Football

All games must start on the scheduled date (local time) for bets to have action.
Abandoned or postponed matches are void unless rearranged and played on the same date (local time) or stated otherwise in the rules. An exception is made if incorrect kick off time is announced on our website.
All bets on the game include overtime scoring unless stated otherwise.
Regular Season – Moneyline 3-Way Full-Time bets are settled either at FT or after Overtime has been played. Overtime could result in a tie in Regular Season games.
Playoffs – Moneyline 3-Way Full-Time bets are settled at FT, excluding Overtime.
Games must go at least 55 minutes of play for bets to have action. If a game is suspended before 55 complete minutes are played, all bets on the outcome of the game are refunded unless otherwise stated, except for bets on any markets that have been unconditionally determined.
In 2-way markets push rules apply unless otherwise stated below. Stakes on single bets are returned and in multiples/parlays the selection is treated as a non-runner.
If a match venue is changed, bets already placed will stand providing the home team is still designated as such. If the home and away team for a listed match are reversed, then bets based on the original listing will be void.
Live-Betting
Live betting game bets include overtime.
Points are considered regardless of whether they are scored before or after the bet is placed.
